THURSDAY, MAY 2, 1996
future requests, the Drug Task Force review the proportion of funding
which should be requested from the City and the County, noting the
disparity in population between the two entities.

The next request was that of the Joint City/County Emergency Medical
Services Office. Bennie Summerlin, Director of Public Safety and
Operations for Henry County, was present to request funding of $33,901,
a 4% reduction from FY 95-96. Under the funding formula contained in
the City/County agreement, the City would pay 21% of the EMS Office's
costs for FY 95-96. Vice-Mayor Oakes expressed concern regarding the
over-utilization of the City Fire Department's First Responder Program
for non life-threatening EMS calls.

The VPI Extension Service budget request was made by Gene Amos,
Extension Agent. The agency requested $11,000 for FY 96-97, a 8500
increase over the FY 95-96 amount.

The Martinsville-Henry County Rescue Squad budget request was made by
Virginia Phillips, Treasurer. The Squad requested a total of 814,000,
of which $7,940 was a City Contribution and $6,060 was pass through of
State "two-for-life" funds.

The Virginia Museum of Natural History budget request was made by
Museum Director Steve Pike. The Museum requested $46,408 in
operational funding and $200,000 in capital funding. The City Manager
recommended S29,107 in the basic budget and $17,301 in the supplemental
budget for operational funding. No capital funds were proposed by the
City Manager. Mr. Pike noted Henry County had included operational
funding of $35,000 in their budget, with no capital funding. Mayor
