THURSDAY, MAY 2, 1996 <br /> <br />A special and duly-called meeting of <br /> <br />the Council of the City of <br /> <br />Martinsville, Virginia, with Mayor George B. Adams, Jr. presiding, was <br />held Thursday, May 2, 1996 in the Council Chamber, City Hall, beginning <br />at 8:00 A.M. All members of Council were present: George B. Adams, <br />Jr., Mayor; L. D. Oakes, Vice-Mayor; Mark A. Crabtree; M. Gene Teague; <br />and Clyde L. Willjams. <br /> <br />The Mayor announced the purpose of the special meeting as being to <br />review the budget requests of various outside agencies as well as the <br />budget requests of the Sheriff and Circuit Court Clerk. The first <br />agency request was the Martinsville Uptown Revitalization Association. <br />Krista Vannoy, Executive Director, was present to request funding of <br />$25,000 for FY 96-97, the same level as FY 95-96. <br /> <br />The next agency request was that of Adult Day Care of Martinsville- <br />Henry County. Alice Culler, Executive Director, stated the agency had <br />requested $1,000 for FY 95-96 when agency requests were submitted in <br />February, 1996. However, since that time, Adult Day Care has been <br />advised by the Commissioner of Revenue of an assessment of $3,660 in <br />back taxes due to the leasing of a portion of Adult Day Care's building <br />to two other non-profit agencies. Ms. Culler requested that Council <br />fund Adult Day Care in the amount of the back taxes. Ms. Culler noted <br />the City has not funded the agency since 1990, although Henry County <br />has provided continuing funding of $10,000 per year. <br /> <br />Representing the Drug Task Force of Martinsville-Henry County was Susan <br />Moss, Executive Director. The Drug Task Force requested level funding <br />in the amount of $17,110 from the City. This is the same amount as was <br />being requested from Henry County.
