TUESDAY, APRIL 23, 1996 <br />At this point, Council recessed and reconvened in the Council Chamber <br />to consider the rest of the agenda items. <br /> <br />Council considered a request by the City of Danville for $2,128 in FY <br />95-96 for the program design and planning study for the expansion of W. <br />W. Moore, Jr. Detention Home. City Manager Earl B. Reynolds, Jr. <br />recommended Council approve this request, which is the City's pro rata <br />share of the project. Upon motion, duly seconded and by unanimous <br />vote, Council approved the supplemental appropriation, to be taken from <br />the General Fund unexpended fund balance and appropriated to the <br />General Expense line item in the General Fund. <br /> <br />Council considered adoption of a Resolution requesting the Virginia <br />Commonwealth Transportation Board to provide Industrial Access Road <br />funding of $450,000 toward the cost of providing a road into Clearview <br />Business Park. Assistant to the City Manager for Development Tom <br />Harned reviewed the proposed industrial access road, which would extend <br />1150 feet from Clearview Drive and which would provide access for two <br />sites for industrial development. Also included in the project would <br />be a traffic signal at the intersection of the industrial access road <br />and Clearview Drive as well as a deceleration lane off of Clearview <br />Drive leading to the new road. In response to a question from Vice- <br />Mayor Oakes, Mr. Harned said the City would be notified if the project <br />is approved in June, 1996, with construction to begin in late Summer. <br />Upon motion, duly seconded and by unanimous vote, Council adopted the <br />following Resolution: <br /> <br />WHEREAS, the City of Martinsville has acquired The Clearview Business <br />Park property located in the City of Martinsville for the purpose of <br />industrial development; and <br /> <br />WHEREAS, this property is expected to be the site of new private <br /> <br /> <br />
