TUESDAY, APRIL 23, 1996 At this point, Council recessed and reconvened in the Council Chamber to consider the rest of the agenda items. Council considered a request by the City of Danville for $2,128 in FY 95-96 for the program design and planning study for the expansion of W. W. Moore, Jr. Detention Home. City Manager Earl B. Reynolds, Jr. recommended Council approve this request, which is the City's pro rata share of the project. Upon motion, duly seconded and by unanimous vote, Council approved the supplemental appropriation, to be taken from the General Fund unexpended fund balance and appropriated to the General Expense line item in the General Fund. Council considered adoption of a Resolution requesting the Virginia Commonwealth Transportation Board to provide Industrial Access Road funding of $450,000 toward the cost of providing a road into Clearview Business Park. Assistant to the City Manager for Development Tom Harned reviewed the proposed industrial access road, which would extend 1150 feet from Clearview Drive and which would provide access for two sites for industrial development. Also included in the project would be a traffic signal at the intersection of the industrial access road and Clearview Drive as well as a deceleration lane off of Clearview Drive leading to the new road. In response to a question from Vice- Mayor Oakes, Mr. Harned said the City would be notified if the project is approved in June, 1996, with construction to begin in late Summer. Upon motion, duly seconded and by unanimous vote, Council adopted the following Resolution: WHEREAS, the City of Martinsville has acquired The Clearview Business Park property located in the City of Martinsville for the purpose of industrial development; and WHEREAS, this property is expected to be the site of new private
