134 <br /> <br />TUESDAY, APRIL 23, 1996 <br /> <br />(REDAC), were present to request that the City join the Southern <br />Virginia Partnership and appropriate $7,962 (.$50 per capita) for its <br />share of the organization's budget. Mr. Novakowski reviewed the <br />planning activities undertaken by the Region 10 REDAC, which <br />recommended the formation of a formal, regional economic development <br />organization. Therefore, the Southern Virginia Partnership was being <br />formed as this organization, consisting of the Counties of Halifax, <br />Henry, Patrick and Pittsylvania and the Cities of Danville and <br />Martinsville. The organization anticipates on-going funding equally <br />from the public and private sectors. In response to a question from <br />Councilman Teague, Mr. Novakowski stated that if Council chose to <br />contribute these funds to the PHDC rather than the new organization, <br />these funds would be used for marketing. However, Mr. Novakowski <br />stated he believed a greater marketing emphasis would be gained through <br />participation in the Partnership. Councilman Williams stated he was <br />concerned that Council members were not contacted regarding this matter <br />prior to organization of the partnership and a lack of representation <br />on the Region 10 REDAC by African-Americans. Ms. Carter replied that <br />City Staff were kept advised regarding organizational activities.and <br />that twoAfrican-Americans were members of the Region 10 REDAC. Mayor <br />Adams noted Council had been exploring a number of different regional <br />economic development alliances. James D. Coleman, Jr., Chairman of the <br />PHDC, expressed the PHDC's support for formation of the Partnership. <br />Upon motion, duly seconded and by unanimous vote, Council endorsed the <br />concept of the formation of the Partnership, with the funding request <br />to be considered during Council's FY 96-97 Budget deliberations. <br />Council requested that an appropriate Resolution of endorsement be <br />drafted by the City Administration and sent to the Southern Virginia <br />Partnership. <br /> <br /> <br />
