TUESDAY, APRIL 23, 1996 <br />A regular semi-monthly meeting of the Council of the City of <br />Martinsville, Virginia, with Mayor George B. Adams, Jr. presiding, was <br />held Tuesday, April 23, 1996 in the Circuit Courtroom, City Hall, <br />beginning at 7:30 P.M. All members of Council were present: George B. <br />Adams, Jr., Mayor; L. D. Oakes, Vice-Mayor; Mark A. Crabtree; M. Gene <br />Teague; and Clyde L. Willjams. <br /> <br />After the invocation, followed by Mayor Adams' cordial welcome to <br />visitors present, Council approved the minutes of its April 4 and 9, <br />1996 meetings as circulated. <br /> <br />Recognition was given to groups and individuals who participated in the <br />City's Spruce-Up Day on Saturday, April 13, 1996. Ms. Dawn Farrar, <br />Director of Martinsville-Henry County Clean Community, was present to <br />recognize the following individuals and organizations: Gateway <br />Streetscape Foundation; Martinsville Uptown Revitalization Association; <br />Joyland Temple; Clearview Elementary School; the Yorkshire Road, Foster <br />Court, and Carver Court Neighborhood Watch Group; Martinsville-Henry <br />County Rescue Squad; Berry-Elliott Realtors; Peter and Willie Mae <br />Harris; Barbara and Morgan Holland; Carolyn Beale; Matthew and Nancy <br />Erickson; Elizabeth Haskell; Norma and Frank Frazier; Patrick Henry <br />Elementary School teachers; and the Board of Directors of Clean <br />Community. All members of Council expressed appreciation to those <br />present for their work on behalf of the Community. <br /> <br />Council considered a presentation regarding the Southern Virginia <br />Partnership. Mr. Frank Novakowski, Executive Director of the Patrick <br />Henry Development Council, and Mary Rae Carter, PHDC Board Member and <br />Chairman of the Region 10 Regional Economic Development Action Council <br /> <br /> <br />
