TUESDAY, APRIL 23, 1996 <br /> <br />capital investment in land, building, and manufacturing equipment which <br />will provide substantial employment; and <br /> <br />WHEREAS, the subject property has no access to a public street or <br />highway and will require the construction of a new roadway to connect <br />with Clearview Drive (Route 662) opposite its intersection with Royal <br />Drive; and <br /> <br />WHEREAS, the City of Martinsville hereby guarantees that the necessary <br />right-of-way for this new roadway and utility relocations or <br />adjustments, if necessary, will be provided at no cost to the Virginia <br />Department of Transportation; and <br /> <br />WHEREAS, the proposed roadway improvements will include a deceleration <br />lane and traffic signal on Clearview Drive; a right-of-way width of at <br />least 50 feet and a pavement width of 30 feet plus curb and gutter <br />(curb and gutter is required to control drainage); the roadway will <br />extend 1150 + feet from Clearview Drive and will terminate with an <br />approved turnaround at Site 2-1; the roadway will cross Jones Creek <br />with a box culvert designed for a 10-year storm; and the roadway will <br />meet all Virginia Department of Transportation Industrial Access Road <br />design standards; and <br /> <br />WHEREAS, the estimated costs are: <br /> <br />Construction <br />Engineering <br />TOTAL <br /> <br />$774,500 <br />108,000 <br />$882,500; and <br /> <br />WHEREAS, the City of Martinsville commits to pay all pro3ect costs in <br />excess of the funding participation by the Virginia Department of <br />Transportation; and <br /> <br />WHEREAS, the City of Martinsville intends to administer the entire <br />project, including design and construction and will be prepared to <br />execute the appropriate State/City Agreement following the allocation <br />action of the Commonwealth Transportation Board; now, therefore, <br /> <br />BE IT RESOLVED by the Council of the City of Martinsville, Virginia, in <br />regular session assembled April 23, 1996, that it hereby requests that <br />the Commonwealth Transportation Safety Board provide Industrial Access <br />Road funding of $450,000 toward the cost of providing an adequate road <br />to this property; and <br /> <br />BE IT FURTHER RESOLVED that said Council hereby agrees to provide a <br />surety or bond, acceptable to and payable to the Virginia Department of <br />Transportation, in the full amount of the Virginia Department of <br />Transportation's funding participation in the cost of the road; this <br />surety shall be exercised by the Department of Transportation in the <br />event that sufficient qualifying capital investment does not occur on <br />parcel 2-1 and/or 2-2 within three years of the Commonwealth <br />Transportation Board's allocation of funds pursuant to this request; <br />and <br /> <br />BE IT FURTHER RESOLVED that said Council hereby agrees that the new <br />roadway so constructed will be added to and become a part of the road <br />system of the City of Martinsville. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council adopted the <br /> <br /> <br />
