TUESDAY, MARCH 26, 1996 <br />Fund of $12,000 for the disposal of ten (10) razed buildings; and <br /> <br />WHEREAS, private funds amounting to an estimated 8197,500 will be <br />expended by investor owners of rental property and an estimated $8,730 <br />will be expended in sweat equity by owner occupants in the Moss/Barton <br />area for housing improvements and commitments have been made from <br />private developers for 15 new affordable single family housing units <br />for LMI persons at an average value of $60,000 per unit; and <br /> <br />WHEREAS, the Martinsville Redevelopment and Housing Authority will <br />commit to adopt and implement a Redevelopment Plan for a portion of the <br />neighborhood and will expend an estimated $34,900 to be secured from <br />the City to acquire vacant substandard properties for rehabilitation <br />and resale to lower income families; and <br /> <br />WHEREAS, said public and private improvements and housing <br />rehabilitation will resolve 100 percent of all physical problems within <br />the neighborhood; and <br /> <br />WHEREAS, the City of Martinsville properly advertised and conducted <br />public hearings on February 22, 1996, and March 26, 1996, which <br />addressed the CDBG program and the proposed CDBG project application, <br />thereby meeting citizen participation requirements; now, therefore, <br /> <br />BE IT RESOLVED by the Council of the City of Martinsville, Virginia, in <br />regular session assembled March 26, 1996, that the City Manager is <br />authorized to hereby execute and file all appropriate documents for <br />Martinsville's 1996 Virginia Community Development Block Grant <br />application totaling $1,244,070 in grant funds for a total project cost <br />of $2,703,575 and to provide such additional information as may be <br />required by the Department. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council adopted a <br />standard banking Resolution authorizing the opening of a passbook <br />account at Patrick Henry National Bank and authorizing Richard D. <br />Fitts, Director of Finance, and Lynda W. Pulliam, School Board Clerk, <br />to access the account. It was noted that according to State law, when <br />a teacher is suspended for any reason, with or without pay, their <br />salary must be placed in an escrow account until the matter is <br />resolved. This account will be used for that purpose. <br /> <br /> Council considered adoption of a Resolution expressing the City's <br /> intent to remain a charter member of the West Piedmont Planning <br /> <br /> District Commission. It was noted that the 1995 General Assembly <br />Ipassed the Regional Cooperation Act which requires the Virginia <br /> <br /> <br />
