TUESDAY, MARCH 26, 1996 Fund of $12,000 for the disposal of ten (10) razed buildings; and WHEREAS, private funds amounting to an estimated 8197,500 will be expended by investor owners of rental property and an estimated $8,730 will be expended in sweat equity by owner occupants in the Moss/Barton area for housing improvements and commitments have been made from private developers for 15 new affordable single family housing units for LMI persons at an average value of $60,000 per unit; and WHEREAS, the Martinsville Redevelopment and Housing Authority will commit to adopt and implement a Redevelopment Plan for a portion of the neighborhood and will expend an estimated $34,900 to be secured from the City to acquire vacant substandard properties for rehabilitation and resale to lower income families; and WHEREAS, said public and private improvements and housing rehabilitation will resolve 100 percent of all physical problems within the neighborhood; and WHEREAS, the City of Martinsville properly advertised and conducted public hearings on February 22, 1996, and March 26, 1996, which addressed the CDBG program and the proposed CDBG project application, thereby meeting citizen participation requirements; now, therefore, BE IT RESOLVED by the Council of the City of Martinsville, Virginia, in regular session assembled March 26, 1996, that the City Manager is authorized to hereby execute and file all appropriate documents for Martinsville's 1996 Virginia Community Development Block Grant application totaling $1,244,070 in grant funds for a total project cost of $2,703,575 and to provide such additional information as may be required by the Department. Upon motion, duly seconded and by unanimous vote, Council adopted a standard banking Resolution authorizing the opening of a passbook account at Patrick Henry National Bank and authorizing Richard D. Fitts, Director of Finance, and Lynda W. Pulliam, School Board Clerk, to access the account. It was noted that according to State law, when a teacher is suspended for any reason, with or without pay, their salary must be placed in an escrow account until the matter is resolved. This account will be used for that purpose. Council considered adoption of a Resolution expressing the City's intent to remain a charter member of the West Piedmont Planning District Commission.
