1.20 <br /> <br />TUESDAY, MARCH 26, 1996 <br /> <br />a 1996 Comprehensive Community Development application for the total of <br />$1,244,070 to the Virginia Department of Housing and Community <br />Development for Virginia Community Improvement Grant (CIG) funds by <br />March 29, 1996, for consideration during the 1996 CDBG funding round; <br />and <br /> <br />WHEREAS, the City has identified the Moss/Barton neighborhood, a <br />residential area which is severely blighted and experiencing <br />deterioration of its housing stock and infrastructure; and has <br />conducted neighborhood meetings and completed a needs assessment with <br />the neighborhood advisory group and residents whereby slums and blight <br />removal and housing rehabilitation, street improvements, storm <br />drainage, and water improvements were identified as the major needs and <br />concerns of the neighborhood; and <br /> <br />WHEREAS, a Comprehensive Community Development Improvement Program has <br />been developed by the neighborhood and the City including a Preliminary <br />Engineering Report (PER) for the required public improvements and a <br />Housing Rehabilitation Loan Program design, all approved by the City; <br />and <br /> <br />WHEREAS, the Martinsville City Council wishes to apply for Virginia <br />Community Development Block Grant (CDBG) funds to assist in <br />implementing the Moss/Barton Comprehensive Community Development <br />Project, which will benefit an estimated 298 residents of which an <br />estimated 283 (95.1%) are low-and moderate-income (LMI) persons <br />residing in the neighborhood; and <br /> <br />WHEREAS, said benefits would result from the implementation of the <br />housing rehabilitation loan program for 49 owner- and renter-occupied <br />dwellings (147 LMI persons - 100% LMI benefit); substantial <br />reconstruction of (1) one household (3 LMI persons - 100% benefit); the <br />provision of (2) two standard dwelling units exclusively for home <br />ownership by LMI persons through the public acquisition and reha- <br />bilitation of vacant dwellings (6 LMI persons - 100% benefit); the <br />acquisition of (13) thirteen substandard properties containing (10) ten <br />structures creating severe blight and unsanitary.living conditions, <br />associated relocation assistance for all (14) fourteen LMI renter- <br />occupied households (24 LMI persons - 100% benefit) in said structures <br />and the clearance of all blight conditions; the construction of (15) <br />fifteen new affordable housing units on the cleared property bene- <br />fitting an estimated 45 LMI persons; the improvement of water service <br />for neighborhood residents residing on Montgomery, Preston and Echols <br />Streets providing for needed fire protection .and sufficient water <br />pressure with line improvements; and street resurfacing and drainage <br />improvements along Montgomery, Preston, Echols and Holt Streets, and a <br />new cul-de-sac on Moss Street, curb and gutter improvements, all <br />resulting in the resolution of safety and circulation problems with <br />sidewalk and the said street improvements; and interim assistance for <br />neighborhood clean-up throughout the entire Moss/Barton neighborhood <br />benefitting all 99 occupied households (298 people of which 283 are LMI <br />- 95.1% benefit); and <br /> <br />WHEREAS, the City has committed $306,375 in capital funds and force <br />account work to be used for interim assistance, housing rehabilitation, <br />streets and water improvements in the area; and <br /> <br />WHEREAS, the City will commit a contribution from the City Landfill <br /> <br /> <br />
