TUESDAY. MARCH 26. 1996 <br /> <br />Mr. Reynolds noted the clean-up day scheduled for April 13, which is a <br /> <br />joint effort with Martinsville-Henry County Clean Community. <br /> <br />Council considered conducting a public hearing and adoption of a <br />Resolution on a Community Development Block Grant application for the <br />Moss/Barton Street Comprehensive Community Development Pro3ect. Mr. <br />Ken Poore, of K.W. Poore and Associates, provided an overview of the <br />proposed project, which will include property acquisition, <br />rehabilitation assistance, debris disposal, street paving, curb and <br />gutter improvements, water line/hydrant replacement and storm drainage <br />improvements. The following persons made comments during the public <br />hearing: (1) in response to a question from Donna Pinnox, 227 1/2 Moss <br />Street, Mr. Poore noted that residents of the area would be provided <br />relocation assistance; (2) in response to a question from Kim Barboza, <br />224 Moss Street, Mr. Poore stated that tenants may be eligible for <br />relocation assistance even if landlords chose not to participate in the <br />program; (3) J. B. Travis, 401 Fifth Street, stated that having too <br />many residents in a neighborhood creates problems; (4) Bruce Dallas, <br />211 Massey Street, said the Massey/Endless CDBG project had brought <br />pride into the neighborhood; (5) Barbara Norton, 219 Moss Street, <br />expressed support for the program. There being no other comments, the <br />Mayor declared the public hearing closed. Upon motion, duly seconded <br />and by unanimous vote, Council adopted the following Resolution: <br /> <br />WHEREAS, the City of Martinsville has participated in the Small Cities <br />Community Development Block Grant (CDBG) Program as administered by the <br />Virginia Department of Housing and Community Development with the <br />undertaking of a Comprehensive Community Development study for the <br />Moss/Barton/Massey Neighborhoods; and <br /> <br />WHEREAS, the City has substantially completed the Massey Street CCD <br />Project and the Moss/Barton area remains the highest priority for <br />neighborhood improvement; and <br /> <br />WHEREAS, the City of Martinsville is eligible for and wishes to submit <br /> <br /> <br />
