,1.18 <br /> <br />TUESDAY. MARCH 26, 1996 <br /> <br />Haskell, 920 Mulberry Road, urged support for City funding of the <br />Virginia Museum of Natural History in the upcoming budget; (7) Frank <br />Beale, of Manry-Rawls Corporation, expressed concern regarding <br />Council's action of March 12, 1996 whereby Council authorized the City <br />Manager to send a letter to the St. Paul Insurance Company designating <br />Burch, Hodges & Stone Insurance Agency as the agent of record for the <br />St. Paul Insurance Company for the upcoming insurance coverage request <br />for proposals process, citin9 a letter he had written to Council on <br />that subject; (8) Lafayette Jones, 501 2nd Street, stated he was <br />concerned with industry downsizing in the area and said a need existed <br />for non hi~h-tech vocational training; (9) Donna Pinnox, 227 1/2 Moss <br />Street, asked to comment on the proposed Moss Street CDB Grant; she was <br />advised that the public hearing on that matter would immediately follow <br />the Town Meeting; (10) Gus Blankenship, 330 Union Street, cited <br />problems with speeding and violation of no-parking signs in his <br />neighborhood and also said 4 or 5 old vehicles with no stickers were <br />parked in front of 312 Union Street; (11) J. B. Travis, 401 Fifth <br />Street, said abandoned cars and trashy lots exist all over the City; <br />(12) Howard Edwards expressed support for City Farm inmates being used <br />to clean up the City; City Manager Earl B. Reynolds, Jr. stated that <br />inmates were being used for this purpose; (13) Thelma Pinkard requested <br />that the S150,000 which was budgeted for the Roy Street Industrial <br />Access Road in a prior year (but which was not expended) be used to <br />fund Southside capital improvements; Mr. Reynolds noted these funds had <br />been returned to the capital reserve fund, which has no ongoing source <br />of revenue; (14) in response to an inquiry from Councilman Teague, <br />Assistant to the City Manager for Development Tom Harned provided an <br />update on the efforts to implement the property maintenance ordinances <br />which were adopted by the Council effective January 1, 1996; and (15) <br /> <br /> <br />
