TUESDAY, MARCH 2,6, 1996 <br /> <br />A regular semi-monthly meeting of the Council of the City of <br />Martinsville, Virginia, with Mayor George B. Adams, Jr. presiding, was <br />held Tuesday, March 26, 1996 at the Virginia Museum of Natural History, <br />1001 Douglas Avenue, beginning at 7:30 P.M. All members of Council <br />were present: George B. Adams, Jr., Mayor; L. D. Oakes, Vice-Mayor; <br />Mark A. Crabtree; M. Gene Teague; and Clyde L. Willjams. <br /> <br />After the invocation, followed by Mayor Adams' cordial welcome to those <br />in attendance, Council approved the minutes of its meetings of March 7 <br />and 12, 1996. <br /> <br />Council then conducted a Neighborhood Town Meeting. The following <br />persons made comments: (1) Robin Whitlow, 813 Forest Lake Drive, <br />expressed concern regarding vehicles speeding in her neighborhood and <br />with noise coming from vehicles; she stated the Judge will not enforce <br />the existing Noise Ordinance; Chief of Police David Edwards stated that <br />General District Court Judge Greenwalt believed the current Noise <br />Ordinance was unconstitutional in that it does not specify distance <br />from a vehicle; (2) Howard Edwards, 810 Forest Lake Drive, cited <br />problems with speeding vehicles and said school buses exceed the speed <br />limit; (3) a resident of 221 Moss Street said there were speeding cars <br />on Moss St.; (4) James Crigger, 1122 S. Askin Street, asked for more <br />police patrols at the intersection of Memorial Boulevard, Starling <br />Avenue and S. Askin Street, stating that vehicles run red lights; Mr. <br />Crigger also requested a walking track be constructed on Starling <br />Avenue; (5) Thelma Pinkard, 208 Park Street, said there was a vehicle <br />at the corner of Rivermont and Hillcrest with grass growing out of its <br />windows; she also cited a need for curb and gutter on Union Street; <br />finally, she cited traffic concerns on Askin Street; (6) Elizabeth <br /> <br /> <br />
