TUESDAY, MARCH 12, 1996 <br />Commissions as follows: Terry L. Roop, Drug Task Force Board, 1989-95 <br />and J. Ron Austin, Patrick Henry Development Council, 1994-96. Also <br />receiving recognition, but not present, were the following: Donald A. <br />Smith, Planning Commission, 1994-95; and for service on the Office on <br />Youth Board, Beth J. Baptist, 1993-96; Teresa S. Johns, 1993-95; David <br />A. Jewell, 1993-96; Michael Gleasman, 1991-94; and Benjamin L. Perkins, <br />1991-94. <br /> <br />J. 18 <br /> <br />Council considered a presentation by the Police Department for the 1995 <br />Citizen of the Year Award. Chief of Police David Edwards presented the <br />award to Warren L. Smith, of 106 Arrowhead Trail. Chief Edwards <br />detailed a long history of Mr. Smith's cooperation with and assistance <br />to the Police Department in his position as Manager of Taylor's <br />Supermarket. All members of Council expressed appreciation to Mr. <br />Smith for his service to the community. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council accepted <br />$3,482.29 received as forfeited asset funds from the Federal government <br />and appropriated them to the FY 95-96 Police Department budget to be <br />used for law enforcement purposes. <br /> <br />Council considered a request by Melinda Penn, Assistant Commonwealth's <br />Attorney, for authorization to submit an application to the Department <br />of Criminal Justice Services for a grant to be used to establish a <br />Victim-Witness Assistance Program in the City. Ms. Penn stated that <br />such a program would greatly assist the functioning of the courts <br />system in the City, noting that Henry County had already established a <br />successful program. The proposed grant amount was stated to be a <br />maximum of $50,000, making the City's 10% match $5,000. Also speaking <br /> <br /> <br />
