TUESDAY, MARCH 12, 1996 <br /> <br />in support of the grant application were General District Court Judge <br />Frank Greenwalt, Director of Social Services Pat Conrad, Commonwealth's <br />Attorney J. Randolph Smith, and Juvenile and Domestic Relations Court <br />Judge Junius Warren. In response to a question from a member of <br />Council, City Manager Earl B. Reynolds, Jr. said the City's matching <br />contribution, if the grant were approved, would likely be made in FY <br />96-97. Upon motion, duly seconded and by unanimous vote, Council <br />authorized the grant application, thereby committing to share in 10% of <br />the program's costs. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council set a public <br />hearing for March 26, 1996 to receive comments on an application to the <br />Virginia Department of Housing and Community Development for a <br />Community Development Block Grant for the Moss/Barton Neighborhood <br />Comprehensive Community Development Project. <br /> <br />In matters not on the agenda, the following items were discussed: (1) <br />Mayor Adams, citing the FY 95-96 Strategic Plan adopted by the Council, <br />noted that several objectives for which the Council was responsible <br />have not been accomplished, and suggested Council members review the <br />document; and (2) Councilman Crabtree requested information on special <br />education programs in the City Schools. <br /> <br />In accordance with Section 2.1-344 (A) of the CODE OF VIRGINIA(1950, <br />and as amended) and upon motion, duly seconded and by unanimous <br />recorded vote, Council convened into Executive Session for the purpose <br />of discussing the following matters: (1) appointments to the <br />Travel/Tourism Task Force and Clean Community Board, as authorized by <br />Subsection 1; (2) consultation with legal counsel, as authorized by <br /> <br /> <br />
