1.12 <br /> <br />TUESDAY. MARCH 12. 1996 <br /> <br />A regular, semi-monthly meeting of the Council of the City of <br />Martinsville, Virginia, with Mayor George B. IAdams, Jr. presiding, was <br />held Tuesday, March 12, 1996 in the Council Chamber, City Hall, <br />beginning at 7:30 P.M. The following members of Council were present: <br />George B. Adams, Jr., Mayor; Mark A. Crabtree; M. Gene Teague; and <br />Clyde L. Willjams. Absent was Vice-Mayor L. D. Oakes, who was away <br />from the City. <br /> <br />After the invocation, followed by Mayor Adams' cordial welcome to <br />visitors present, Council approved the minutes of its February 27, 1996 <br />meeting as circulated. <br /> <br /> Under Business From the Floor, the following persons made comments: <br /> (1) Frank Novakowski, Executive Director, Patrick Henry Development <br /> Council, presented marketing materials geared toward recruiting "back <br /> <br /> office" industry to the City; several members of Council expressed <br /> <br />appreciation to Mr. Novakowski for the quality of the materials; and <br /> (2) Sam Nichols, of Burch, Hodges & Stone Insurance Agency, citing the <br /> request for proposals for insurance coverage which the City was <br /> prepared to issue on March 18, asked that a letter be sent by the City <br /> to the St. Paul Insurance Company requesting Burch, Hodges & Stone be <br /> named the agent of record for the purpose of submitting a response to <br /> the RFP; Mr. Nichols presented a letter from Harold Martin, of Ford <br /> Insurance Agency (which is the only other local agency affiliated with <br /> St. Paul Insurance Company), stating that the Ford Agency would not be <br /> submitting a proposal through the St. Paul Insurance Company for the <br /> period 7/1/96 through 6/30/97. <br /> <br />Council gave recognition to citizens who had served on Boards and <br /> <br /> <br />
