21.00 <br /> <br />TUESDAY, FEBRUARY 13, 1996 <br /> <br />Hall, for the purpose of addressing the regular agenda. The four <br />Council members present at the earlier session were also present for <br />this session. <br /> <br />After the invocation, followed by Mayor Adams' cordial welcome to <br />visitors present, Council approved the minutes of its January 23, 1996 <br />meeting as circulated. <br /> <br />Service awards were presented to a number of City employees, a complete <br />listing of which is attached to these minutes. <br /> <br />Council considered a request from the Sheriff for support of their <br />application to the Virginia Department of Criminal Justice Services for <br />a grant to enhance the existing Electronic Incarceration Program. Lt. <br />Tim Mills was present to explain the grant would provide $58,324.30 for <br />funding a full-time officer for the program and for purchasing <br />equipment. The City's match would be 25%, or a total of $14,581.07. <br />City Manager Earl B. Reynolds, Jr. explained that if the grant were <br />approved, Council would be asked for a supplemental appropriation to <br />cover the local match. Upon motion, duly seconded and by unanimous <br />vote, Council endorsed the grant application. <br /> <br />Council heard a status report on the possibility of upgrading personnel <br />in the Magistrate's Office from part-time to full-time following <br />occupancy of the new Henry County Courthouse. Mr. Reynolds stated he <br />had originally intended to ask Council to request the General Assembly <br />to seek adoption of legislation that would upgrade three part-time <br />magistrates positions to full-time status in order to provide adequate <br />coverage for the City after the Henry County Courthouse is relocated to <br /> <br /> <br />
