The proposed plan is being <br />presented to allow for input in determining the various space needs for <br />the City's future. Mr. Strollo explained that placement of a new jail <br />structure behind the Municipal Building would displace needed parking <br />spaces for employees and the public, therefore, there was a need to <br />look for additional space for parking which would probably require the <br />purchase of adjacent properties. There were some offices in the <br />Municipal Building that needed more space and there was a need for <br />additional meeting room facilities, creating the challenge of <br />developing an orderly Municipal Campus complex to meet those needs. A <br />summary of this concept involved closing the Market/Moss Street <br />intersection and acquiring property on Moss Street between Market and <br />Church Streets for parking, etc., thereby creating a "campus plaza" <br />effect. The Police Department would move into the Social Services <br />Building and a new facility would be constructed for Social Services. <br />A Town Hall would be created for the Council Chambers and meeting <br />facilities and a new jail at the rear of the Municipal Building would <br />include a connecting walkway for movement of prisoners to and from the <br />courts. Following some discussion, Council asked that the concept of <br />construction of a jail/courts facility be considered for the adjacent <br />property on Moss Street. <br /> <br />There being no further business to consider, Mayor Adams declared the <br />meeting recessed until 7:30 P.M. when Council would reconvene for its <br /> <br />regular meeting. <br /> <br />e B.
