TUESDAY, JANUARY 23, 1996 <br /> <br />been introduced in the General Assembly regarding the BPOL tax. <br />Councilman Crabtree expressed opposition to adopting an Ordinance which <br />would amend the City's BPOL tax prior to action being taken in the <br />General Assembly, which may result in a need to revise the Ordinance. <br />Commissioner of Revenue J. Ronnie Minter voiced support for the <br />adoption of the Ordinance. Mayor Adams and Vice-Mayor Oakes noted the <br />proposed Ordinance was supported by the Virginia Municipal League in <br />order to have consistent administration of the tax in all local <br />governments. Upon motion, duly seconded and by a vote of 4-1 <br />(Councilman Crabtree voting in opposition), the Ordinance was adopted <br />on second reading. A full text of the Ordinance is attached to these <br />minutes. <br /> <br />Council considered adoption of a Resolution which would allow the City <br />Administration to submit an'ISTEA (Intermodal Surface Transportation <br />Efficiency Act) Grant Application to the Virginia Department of <br />Transportation. David Reeves, Community Development Specialist, <br />presented a plan to acquire and reconstruct the old Danville and <br />Western Railway corridor located in the Liberty/Franklin Street area of <br />Uptown. Mr. Reeves stated that, if approved, the ISTEA funds would be <br />used to construct a pedestrian trail and 'visitor's center, along with <br />streetscape improvements. The total project cost was estimated to be <br />$653,000, with $130,600 as the local portion. Mr. Reynolds stated it <br />was his goal that the majority of the local costs be non-cash expenses <br />(such as using existing City crews to do the street construction, curb <br />and gutter, and utility work). Upon motion, duly seconded and by <br />unanimous vote, Council adopted the following Resolution: <br /> <br />WHEREAS, in accordance with Commonwealth Transportation Board <br />construction allocation procedures, it is necessary that a request by <br />resolution be received from the local government or state agency in <br /> <br /> <br />
