TUESDAY, DECEMBER 12, 1995 <br /> <br />parking enforcement is a low priority for the Department, given the <br />large number of calls for service the Department receives, however, the <br />Chief said they would respond to specific complaints by citizens; (2) <br />Barry Morrison, 910 Vine Street, asked where the revenue would be <br />coming from for the large capital projects the City has been <br />discussing, stating he was concerned about a tax increase; Mr. Morrison <br />also asked about the status of the Social Services merger issue; the <br />Mayor stated the City Manager would be developing a financing plan for <br />capital projects for the next budget year; Vice-Mayor Oakes said any <br />merger of Social Services must be cost-effective and that no action <br />would be taken prior to the new Board of Supervisors being formed in <br />January 1996; (3) Bernie F. Gray, Jr., 914 Vine Street, asked for an <br />update on the Clearview Business Park, to which Asst. to the City <br />Manager for Development Tom Harned responded and introduced Marvin Tart <br />of the Virginia Department of Transportation, who said a traffic <br />analysis and an environmental overview was being done on the Clearview, <br />Liberty, and Stultz intersection issue; Mr. Tart said July 1999 would <br />be the beginning of construction unless local funding could accelerate <br />the pro3ect; Councilman Teague suggested a future work session be held <br />with VDOT to review options for accelerating the project; (4) Kevin <br />Reed, President of the Martinsville Uptown Revitalization Association, <br />introduced Krista Vannoy as the new Executive Director of MURA; and (5) <br />Mr. Towarnicki introduced Chris Morris as the City's new Pro3ects <br />Engineer. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council adopted, on <br />second reading, the following Ordinance No. 95-10, to be effective <br />January 1, 1996: <br /> <br />WHEREAS, the Virginia Board of Housing and Community Development by its <br /> <br /> <br />
