TUESDAY, NOVEMBER 28, 1995 <br />& Davis and Smith & Beasley Architects and Engineers. A motion and a <br />second were made to approve the appropriation. Mayor Adams reviewed <br />cost estimates for all of the School projects done by Dewberry & Davis <br />in February, 1993 and again in October, 1995. The Mayor noted the <br />projects were estimated to cost 815,625,000 in February, 1993 and are <br />now estimated to be $23,826,000, a 52.4% increase. Mayor Adams stated <br />he was specifically concerned with the timing of proceeding with the <br />architectural and engineering (A&E) services for the High School <br />spectator gym, given that this project is the final one in the list of <br />priorities agreed to by the Council and the School Board. The Mayor <br />also stated that he felt before Council decides what kind of spectator <br />gym is to be built, there should be a bankable sum of money pledged by <br />private sources, otherwise it will be difficult to decide what size or <br />type of facility is to be provided. Councilman Teague said the <br />question is whether private fund-raising can begin'in advance of the <br />proposed A&E work. Mayor Adams stated that he believed the plans which <br />have been developed are sufficient for fund-raising purposes. <br />Councilman Oakes said the A&E work would assist in "taking us to the <br />next step" in the fund-raising effort. Councilman Wiiliams said his <br />greatest concern was seeing the improvements to Albert Harris, noting <br />the history of declining enrollment at the High School, and therefore <br />he was not in favor of funding the gymnasium A&E work at this time. <br />Councilmen Teague and Oakes argued that a "window of opportunity" <br />existed for which the A&E funding was crucial. Mr. Reynolds stated the <br />City had spent "thousands" on projects which it had not decided to go <br />forward with and voiced support for the planning work, Bruce Dallas, <br />211Massey Street, said private funds could be raised without spending <br />the A&E funds. The Mayor suggested that a separate vote be taken on <br />the two projects. By unanimous vote, Council approved funding of <br /> <br /> <br />
