TUESDAY, NOVEMBER 28, 1995 <br /> <br />reflect a change in construction needs; and <br /> <br />WHEREAS, at the 1995 Spring Preallocation Hearing for the Virginia <br />Department of Transportation's Salem District held on March 22, 1995, <br />in Salem, Virginia, the City of Martinsville requested that the <br />Commonwealth Transportation Board add two new urban pro3ects and re- <br />prioritize the City's list of planned road construction projects <br />contained in the Six-Year Improvement Program; and <br /> <br />WHEREAS, the Six-Year Improvement Program document, Fiscal Year 1995-96 <br />indicated that the road construction priorities for the City of <br />Martinsville have been changed as requested at the 1995 Spring <br />Preallocation Hearing; now, therefore, <br /> <br />BE IT RESOLVED by the Council of the City of Martinsville, Virginia, in <br />regular session assembled November 28, 1995, that said Council requests <br />the Virginia Department of Transportation to move the extension of <br />Commonwealth Boulevard to third on the City's priority list of urban <br />construction projects and to establish in the following priority two <br />(2) new urban system highway projects, as follows: <br /> <br />(1) To improve the intersection of Liberty Street (Route 174) <br />and Clearview Drive, to improve the section of Liberty Street <br />from the intersection north to the corporate limits, and to <br />improve the section of Clearview Drive from the intersection <br />east to a point opposite Royal Drive and the proposed <br />entrance into the Clearview Business Park, and <br /> <br />(2) To widen and realign the section of Fayette Street (Route <br />57) from Pine Hall Road west to the corporate limits <br />including curb, gutter and sidewalk, and to replace an N & W <br />Railroad underpasswith severely restricted clearances; and <br /> <br />BE IT FURTHER RESOLVED by the Council of the City of Martinsville, <br />Virginia, that the City of Martinsville agrees to pay its share of the <br />total cost for preliminary engineering, right-of-way, and construction <br />of these projects in accordance with Section 33.1-44 of the Code of <br />Virginia, and that, if the City of Martinsville subsequently elects to <br />cancel these projects, the City of Martinsville hereby agrees to <br />reimburse the Virginia Department of Transportation for the total <br />amount of the costs expended by the Department through the date the <br />Department is notified of such cancellation. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council approved a <br />supplemental appropriation in the amount of $5,000, to be taken from <br />the General Fund unexpended fund balance, to fund the Urban Partnership <br />in their continuing efforts to promote economic development in <br />Virginia. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council accepted <br /> <br /> <br />
