MONDAY, NOVEMBER 27, 1995 <br />A discussion was then conducted regarding the process to be used to <br />improve the development of budgets for the School Division and how that <br />process would be implemented for the 1996-97 budget year. After a <br />great deal of discussion by members of both bodies, it was agreed that <br />the School Division would submit a basic budget consisting of the same <br />programs as were contained in the 1995-96 budget. Any new programs <br />would be submitted as supplemental budget requests. It was noted that <br />adjustments to pay rates as provided under the joint City/Schools pay <br />plan would be included in the basic budget. <br /> <br />A lengthy discussion was held in order to review the School Division's <br />renovation and capital projects and to come to a consensus on the <br />priorities for these projects. A majority of both groups agreed that <br />the School Division's capital priorities should be as follows: (1) <br />completion of the renovation and addition to the Middle School; (2) <br />renovation of the Cleveland Avenue gymnasium; (3) renovation of Albert <br />Harris School; (4) renovation to Clearview, Druid Hills and Patrick <br />Henry Elementary Schools; and (5) construction of a spectator gymnasium <br />and improvements to the athletic facilities at Martinsville High <br />School. It was noted that a possible significant private contribution <br />may be obtained for construction of the spectator gymnasium. <br />Therefore, as the next step regarding these projects, it was suggested <br />that more detailed architectural and engineering work be done on the <br />Albert Harris renovation and Martinsville High School athletic <br />facilities-spectator gym project in order to become prepared to secure <br />financing for the pro3ects. <br /> <br />A review was then conducted of a request for a supplemental <br />appropriation for the 1995-96 fiscal year from the School Division. <br /> <br /> <br />
