MONDAY. NOVEMBER 27. 1995 <br /> <br />A special and duly-called meeting of the Council of the City of <br />Martinsville, Virginia, with Mayor George B. Adams, Jr. presiding, was <br />held Monday, November 27, 1995 at the Tultex Conference Room 1, Uptown, <br />beginning at 1:00 P.M. All members of Council were present: George B. <br />Adams, Jr., Mayor; L. D. Oakes, Vice-Mayor; Mark A. Crabtree; M. Gene <br />Teague; and Clyde L. Willjams. <br /> <br />Also in attendance were the members of the Martinsville City School <br />Board: Judith Matthews, Chairman; Rev. William A. Shackleford, Sr., <br />Vice-Chairman; Charles W. Davies, Jr.; Bernie F. Gray, Jr.; and James <br />H. Johnson, Jr. <br /> <br />Facilitating this joint Council/Board retreat was R. David Blackman, of <br />Blackman & Associates. <br /> <br />Mr. Blackman began the meeting by reviewing the results of the 1993 <br />Council/School Board agreement regarding roles and relationships. In <br />asking for comments from members of the Council. and Board, the <br />following responses were given: (1) Councilman Williams said he felt <br />the relationship between the two groups is better now than it has ever <br />been; and (2) Vice-Mayor Oakes expressed support for the interpersonal <br />communication which has developed between individual members of each <br />group. In response to a question by Mr. Blackman regarding problems <br />within the last year, Chairman Matthews stated that, on occasion, <br />statements had been made by a single individual of either group which <br />had been interpreted to be the position of the entire group. <br />Councilman Teague noted the two groups had not come to an agreement on <br />priorities for the School Division's capital improvement plan. <br /> <br /> <br />
