MONDAY. NOVEMBER 27. 1995

A special and duly-called meeting of the Council of the City of
Martinsville, Virginia, with Mayor George B. Adams, Jr. presiding, was
held Monday, November 27, 1995 at the Tultex Conference Room 1, Uptown,
beginning at 1:00 P.M. All members of Council were present: George B.
Adams, Jr., Mayor; L. D. Oakes, Vice-Mayor; Mark A. Crabtree; M. Gene
Teague; and Clyde L. Willjams.

Also in attendance were the members of the Martinsville City School
Board: Judith Matthews, Chairman; Rev. William A. Shackleford, Sr.,
Vice-Chairman; Charles W. Davies, Jr.; Bernie F. Gray, Jr.; and James
H. Johnson, Jr.

Facilitating this joint Council/Board retreat was R. David Blackman, of
Blackman & Associates.

Mr. Blackman began the meeting by reviewing the results of the 1993
Council/School Board agreement regarding roles and relationships. In
asking for comments from members of the Council. and Board, the
following responses were given: (1) Councilman Williams said he felt
the relationship between the two groups is better now than it has ever
been; and (2) Vice-Mayor Oakes expressed support for the interpersonal
communication which has developed between individual members of each
group. In response to a question by Mr. Blackman regarding problems
within the last year, Chairman Matthews stated that, on occasion,
statements had been made by a single individual of either group which
had been interpreted to be the position of the entire group.
Councilman Teague noted the two groups had not come to an agreement on
priorities for the School Division's capital improvement plan.
