THURSDAY. NOVEMBER 2. 1995 <br /> <br />In accordance with Section 2.1-344 (A) of the CODE OF VIRGINIA (1950, <br />and as amended) and upon motion, duly seconded and by unanimous <br />recorded vote, Council convened into Executive Session for the purpose <br />discussion of a prospective business or industry or expansion of an <br />existing business or industry where no previous announcement has been <br />made of the business' or industry's interest in locating or expanding <br />its facilities in the community, as authorized by Subsection 5. At the <br />conclusion of this Executive Session, each member of Council certified <br />that (1) only public business matters exempt from open meeting <br />requirements were discussed in said Executive Session; and (2) only <br />those business matters identified in the motion convening the Executive <br />Session were heard, discussed or considered during said Session. <br /> <br />No action was taken on the matter discussed in Executive Session. <br /> <br />Wayne Knox, Planning, Zoning & Housing Manager, reviewed the plans for <br />implementation of an enhanced property and building maintenance <br />ordinance, which will be presented to Council at the November 13, 1995 <br />meeting. Mr. Knox stressed that City Staff intends to devote a large <br />effort to informing the public regarding the proposed ordinance. <br /> <br />Council then heard a review of the progress on the Vantage '94 <br />Comprehensive Plan update. Mike Brennan, of Hayes, Seay, Mattern & <br />Mattern, and David Hill, of Hill Studios, reviewed all activities which <br />had been held to date and presented a slide show illustrating the <br />process. The Comprehensive Plan draft is scheduled to be presented to <br />Council prior to the end of 1995. <br /> <br />Council considered a presentation on progress toward development of the <br /> <br /> <br />
