THURSDAY, NOVEMBER 2, 1995 <br />A special and duly-called meeting of the Council of the City of <br />Martinsville, Virginia, with Mayor George B. Adams, Jr. presiding, was <br />held Thursday, November 2, 1995 in Room 200, City Hall, beginning at <br />10:00 A.M. The following members of Council were present at the <br />beginning of the meeting: L. D. Oakes, Vice-Mayor; Mark A. Crabtree; <br />M. Gene Teague; and Clyde L. Willjams. Arriving a few minutes later <br />was Mayor George B. Adams, Jr. <br /> <br />After the invocation, and upon motion, duly seconded and by unanimous <br />vote, Council voted to waive its normal, per-meeting pay for this work <br />session. <br /> <br />City Manager Earl B. Reynolds, Jr. stated the purpose of the work <br />session was to discuss several matters relating to community and <br />economic development. Tom Harned, Asst. to the City Manager for <br />Development, displayed the final map which was submitted in the <br />Enterprise Zone application. <br /> <br />Frank Novakowski, Executive Director of the Patrick Henry Development <br />Council, presented a progress report on the effort to attract "back- <br />office" industry to the area. Mr. Novakowski reported the area had <br />already been represented in one trade show and had received contact <br />information from NCSI, the firm which was hired to represent the area, <br />on 115 firms. Mr. Novakowski reviewed drafts of printed materials <br />which will be used in the effort, and presented an update on the state <br />of utilities and building preparedness. The main buildings which are <br />being promoted are the Patrick Henry Mall, American of Martinsville and <br />the Martin's (former Globman's) building. <br /> <br /> <br />
