TUESDAY, OCTOBER 24, 1995 <br />(4) authorized the appropriation of the proceeds to the Police <br />Department's EDP Equipment line item. All members of Council expressed <br />appreciation to the donor for this generous contribution to the Police <br />Department. <br /> <br />41 <br /> <br />Council acknowledged a financial report for the month ending September <br />30, 1995. <br /> <br />In matters not on the agenda, the following items were discussed: (1) <br />Councilman Teague noted concerns expressed by citizens regarding the <br />large item trash pickup being extended beyond one week due to the large <br />number of items disposed of and due to inclement weather; Councilman <br />Teague suggested the Staff review the possibility of scheduling the <br />pickup over a two-week period to avoid items being left at the curb for <br />an extended period of time; (2) in response to a concern expressed by <br />Bruce Dallas, 211 Massey Street, regarding a possible conflict of <br />interest on the part of Councilman Teague in considering the <br />appointment of Charles Davies, Jr. to the School Board (both <br />individuals are employees of Tultex Corporation), Councilman Teague <br />stated he had consulted with the City Attorney, who advised that no <br />legal conflict of interest existed from which Councilman Teague would <br />be obligated to excuse himself from consideration of this item; City <br />Attorney David B. Worthy confirmed this opinion; (3) Rev. Jimmie <br />Hawkins, 408 Second Street, stated that while there may be no legal <br />conflict, influence existed because of the employment relationship <br />between Mr. Davies and Councilman Teague; Councilman Teague stated he <br />did not report directly to Mr. Davies and felt there was no conflict of <br />interest; (4) Lafayette Jones, 501 Second Street, suggested that School <br />Board members should be elected rather than appointed by the Council; <br /> <br /> <br />
