THURSDAY, OCTOBER 12, 1995 <br />question from Roger Young, 719 Mulberry Road, Mr. Harned stated that <br />the area along Clearview Drive was included in the proposed enterprise <br />zone to allow for the inclusion of the Clearview Business Park. There <br />being no other persons wishing to comment, Mayor Adams declared the <br />public hearing closed. Mayor Adams expressed appreciation to the <br />individuals who had worked on developing the enterprise zone <br />application, especially Ms. Joan Hullett of the West Piedmont Planning <br />District Commission. Mayor Adams emphasized that the incentives being <br />offered do not reduce the current amount of taxes being collected, but <br />only offer a reduction in collections for expanding businesses for a <br />limited time period, provided they meet established criteria. Upon <br />motion, duly seconded and by unanimous vote, Council adopted the <br />following Resolution: <br /> <br />WHEREAS, the Commonwealth of Virginia has designated selected areas for <br />economic growth and revitalization under the Enterprise Zone Program; <br />and <br /> <br />WHEREAS, the recent actions of the Governor and General Assembly <br />expanded the number of Enterprise Zones allowing communities to apply <br />for such designation and incentive benefits; and <br /> <br />WHEREAS, the City of Martinsville has recently been admitted into. the <br />Virginia Main Street Program and the Virginia Main Street Program <br />Resource Team has recommended that Martinsville apply for Enterprise <br />Zone designation; and <br /> <br />WHEREAS, the City of Martinsville and County of Henry have experienced <br />significant job loss over the past three years and continues to have <br />above state average unemployment rates; and <br /> <br />WHEREAS, the City of Martinsville intends to apply for Enterprise Zone <br />designation jointly with the County of Henry, and held a public hearing <br />on October 12, 1995, as required by the Enterprise Zone regulations; <br />now, therefore, <br /> <br />BE IT RESOLVED by the Council of the City of Martinsville, Virginia, in <br />regular session assembled October 12, 1995, that it does hereby <br />authorize the City Manager to submit all information needed to apply <br />for joint Enterprise Zone designation with Henry County through the <br /> <br /> <br />
