THURSDAY, OCTOBER 12, 1995 <br /> <br />Council considered conducting a public hearing to consider adoption of <br />a Resolution authorizing the City to join with Henry County in applying <br />for Enterprise Zone designation through the Virginia Department of <br />Housing and Community Development. Tom Harned, Asst. to the City <br />Manager for Development, explained the State had allowed for 15 new <br />enterprise zones, which are areas designated for economic growth and <br />revitalization. Mr. Harned noted the City and Henry County intended to <br />submit a joint application, as it was felt that such an application <br />would be stronger than if the City and County each submitted individual <br />applications. Mr. Harned reviewed a proposed enterprise zone map for <br />the City, which was contiguous with the zone designated by Henry <br />County. Mr. Harned also reviewed the proposed incentive package <br />offered by the City which included refunds of real estate and machinery <br />& tools taxes for new investments, a low-cost loan program in the <br />Uptown area, incentives provided through the Virginia Main Street <br />Program, a waiver of building fee permits for new and expanding <br />operations, marketing, advertising and promotional programs, an <br />enterprise zone workshop, waiver of water and sewer regulations <br />requiring separate meters in the event of adaptive reuse of existing <br />structures, and a landfill tipping fee refund for approved construction <br />and demolition debris. The Mayor then declared the public hearing <br />open. Frank Novakowski, Executive Director of the Patrick Henry <br />Development Council, urged adoption of the Resolution. The following <br />citizens spoke in support of including the section of Fayette Street <br />from Market Street to Memorial Boulevard in the enterprise zone: <br />Robert Willjams, 1119 Corn Tassel Trail, Rev. Jimmie Hawkins, 408 <br />Second Street, Lafayette Jones, 501 Second Street, and Naomi Hodge- <br />Muse, 611 First Street.
