WEDNESDAY, SEPTEMBER 20, 1995 <br /> <br />In discussing the merits of adopting the Uniform Ordinance, it was <br />explained that adoption of the Uniform Ordinance by the localities <br />would eliminate one of the arguments in favor of eliminating the tax <br />statewide. After much discussion, the consensus of Council was that <br />the Uniform Ordinance be placed on a future Council agenda, to be <br />effective January 1, 1996. Several Council Members stated they were in <br />favor of retaining the detailed explanatory language contained in the <br />City's current BPOL Ordinance. <br /> <br />After a brief recess for lunch, Council began a follow-up discussion <br />with consultant R. David Blackman regarding the annual Council retreat, <br />which was held August 24 and 25, 1995. Mr. Blackman described the <br />.purpose of the meeting as being to establish action steps for several <br />of the objectives which were contained in Council's strategic plan. In <br />discussing action steps toward the objective, "develop strategies to <br />improve citizen participation in community meetings", the following <br />items were listed: (1) providing reports from the staff on activity in <br />each area for use at the meeting; (2) providing more structured <br />meetings; prior to the meeting, allowing citizens to provide input on <br />topics which they would like to have discussed; (3) the cable <br />television committee and the City Manager will determine the <br />feasibility of providing television coverage of town meetings, with <br />phone-in capability. <br /> <br />In discussing action steps toward the objective, "determine target <br />groups for cultivation and agree on the cultivation process", a number <br />of community groups were identified and listed. After much discussion, <br />Council decided that a form letter would be sent to all community <br />groups to determine their interest in receiving a presentation on <br /> <br /> <br />
