WEDNESDAY, SEPTEMBER 20, 1995 <br />A special and duly-called meeting of the Council of the City of <br />Martinsville, Virginia, with Mayor George B. Adams, Jr. presiding, was <br />held Wednesday, September 20, 1995 in Room 200, City Hall, beginning at <br />11:00 A.M. All members of Council were present: George B. Adams, Jr., <br />Mayor; L. D. Oakes, Vice-Mayor; Mark A. Crabtree; M. Gene Teague; and <br />Clyde L. Willjams. <br /> <br />21 <br /> <br />Upon motion, duly seconded and by unanimous vote, Council decided to <br />accept its normal, per-meeting pay for this work session as an unpaid <br />work session had already been held in September. <br /> <br />Council conducted a discussion with J. Ronnie Minter, Commissioner of <br />Revenue regarding the proposed Statewide Uniform Business, <br />Professional, and Occupational License (BPOL) Tax Ordinance. Mr. <br />Minter provided Council with information demonstrating that the City <br />would lose $415,841 in revenue if it adopted Henry County's BPOL tax <br />rates. Information was also provided regarding the BPOL tax rates for <br />other cities and counties in Virginia. Several members of Council <br />commented that the City's rates were similar to those of other cities <br />in the State. Mayor Adams noted the City's BPOL tax receipts had grown <br />steadily over the past several years. <br /> <br />In discussing the proposed Uniform Ordinance, Mayor Adams noted that <br />the City's current Ordinance contains greater detail than does the <br />Uniform Ordinance. Councilman Crabtree stated that most complaints he <br />has received regarding the current BPOL Ordinance relate to the fact <br />that the City's rates are higher than Henry County's, not to a lack of <br />uniformity of the Ordinances. <br /> <br /> <br />
