Edwards, 703 Second Street, supported Mr. <br />Cabiness' concerns regarding this matter. <br /> <br />11 <br /> <br />Council considered conducting a joint public hearing by the <br />Martinsville Redevelopment and Housing Authority and the Council on the <br />Massey Street Neighborhood Redevelopment Plan and approving Resolutions <br />supporting the Plan. The Mayor explained that the members of Council <br />also constituted the members of the Redevelopment and Housing <br />Authority. The meeting of the Redevelopment and Housing Authority was <br />convened at this point. Upon motion, duly seconded and by unanimous <br />vote, the Authority Members appointed George B. Adams, Jr. as Chairman. <br />Also upon motion, duly seconded and by unanimous vote, the Authority <br />Members appointed L. D. Oakes as Secretary. Chairman Adams declared <br />the Redevelopment and Housing Authority's public hearing open. Mr. Ken <br />Poore, of K. W. Poore & Associates, said the purpose of the <br />Redevelopment Plan was to allow for property acquisition in the <br />Redevelopment Area, which is part of the Massey Street improvement <br />area. Wayne Knox, Planning, Zoning & Housing Manager, stated that 32 <br />applications for property rehabilitation had been received, the <br />Rehabilitation Board had approved 17 pro3ects, and 9 projects had been <br />completed. Brenda Mays, a resident of the improvement area, expressed <br />appreciation to the City for its efforts in improving the neighborhood. <br />There being no further comments, the Chairman declared the public <br />hearing closed. Upon motion, duly seconded and by unanimous vote, the <br />Authority adopted the following Resolution: <br /> <br />WHEREAS, pursuant to the requirements of a grant award to the City of <br />Martinsville under the Small Cities Community Development Block Grant <br />(CDBG) Program as administered by the Virginia Department of Housing <br />and Community Development to implement the Massey Street Comprehensive <br />Community Development Project, approval is required by the City of <br /> <br /> <br />
