TUESDAY, SEPTEMBER 12, 1995 <br /> <br />Martinsville Redevelopment and Housing Authority of a Redevelopment <br />Plan for the redevelopment of the Massey Street area; and <br /> <br />WHEREAS, procedures and regulations are provided under Title 36 of the <br />Code of Virginia for the designation of the said redevelopment area and <br />implementation of a Redevelopment Plan; and <br /> <br />WHEREAS, rules and regulations are detailed under the Uniform <br />Relocation Assistance and Real Property Acquisition Policies Act of <br />1970, as amended, which set forth procedures to follow in the <br />acquisition of real property in a redevelopment area and for the <br />relocation assistance to be provided the residents currently residing <br />in the designated area; and <br /> <br />WHEREAS, Section 104(d) of the Housing and Community Development Act of <br />1974, as amended, requires the City of Martinsville to provide a one- <br />for-one replacement dwelling unit within or around the City for each <br />occupied or vacant occupiable housing unit demolished within the <br />redevelopment area with the use of CDBG funds; and <br /> <br />WHEREAS, there was presented to the City of Martinsville Redevelopment <br />and Housing Authority, for its consideration and approval, a copy of a <br />Redevelopment Plan for the area comprising the project, dated July, <br />1995 which plan is entitled "Massey Street Neighborhood Redevelopment <br />Plan", consisting of 12 pages and 2 maps, and a set of conditions under <br />which the City of Martinsville Redevelopment and Housing Authority will <br />acquire property and make relocation payments, which said conditions <br />are set forth in the Acquisition and Relocation Plan approved by City <br />Council and previously submitted to and accepted by the Virginia <br />Department of Housing and Community Development as a condition of grant <br />funding. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY OF MARTINSVILLE REDEVELOPMENT <br />AND HOUSING AUTHORITY: <br /> <br />That the conditions set forth in the Acquisition and <br />Relocation Plan by which the City of Martinsville <br />Redevelopment and Housing Authority will acquire property in <br />the redevelopment area and make relocation payments are <br />hereby in all respects approved. <br /> <br />That the "Redevelopment Plan, Massey Street Redevelopment <br />Area" is hereby in all respects approved and the Chairman is <br />hereby directed to file a certified copy of said <br />Redevelopment Plan with the minutes of this meeting. <br /> <br />That it is hereby found and determined that, where clearance <br />is proposed, the objectives of the Redevelopment Plan cannot <br />be achieved through rehabilitation of the redevelopment area. <br /> <br />That the Redevelopment Plan will be implemented within full <br />compliance of local, State and Federal law. <br /> <br />That the Authority will review and approve all proposals to <br />acquire designated real property in the redevelopment area <br />and all claims for relocation payments. <br /> <br /> <br />
