151 <br /> TUESDAY, SEPTEMBER 22, 1998 <br /> <br />in November 1998, namely Amendments 3 and 4, related to revenue-sharing agreements between cities and <br /> <br />counties: <br /> <br />RESOLUTION <br /> <br />WHEREAS, there is a need to enhance Virginia's ability to compete for new business investment by offering <br />localities additional tools for working together to bring high-paying jobs to their regions and <br /> <br />WHEREAS, the ability of localities to develop joint regional industrial parks and enter into joint economic <br />growth sharing agreements would benefit all parties involved; and <br /> <br />WHEREAS, there are two Constitutional Amendments on the ballot for November 1998 that would enhance <br />the ability of localities to enter into such joint agreements; and <br /> <br />WItEREAS, the said Constitutional Amendments asks the voters: <br /> <br />Shall the Constitution of Virginia be amended to allow a combination of localities to contract debt <br />as part of an agreement to share the revenues, tax base, or the benefits of economic growth and <br />exempt this class of debt from the ceiling on local debt for cities and towns and from the <br />requirement for a toed referendum for counties? <br /> <br />Shall the Constitution of Virginia be amended to authorize agreements among localities for <br />sharing of the revenues and costs of a spedfled land area and establishing a special governing <br />body for the area, and to provide that fiscal commitments related to the land area will not be <br />deemed local debt? <br /> <br />WHEREAS, support of these amendments would allow more efficient use of resources by giving localities <br />working together a competitive advantage over those that act alone--they can be stronger and more <br />successful in attracting investments and better, higher-paying jobs; now, therefore, <br /> <br />BE IT RESOLVED by the Council of the City of Martinsville, Virginia, in regular session assembled <br />September 22, 1998, that it does hereby endorse the support of these two Constitutional Amendments by the <br />voters when they go to the polls in November 1998. <br /> <br />Council next considered the Consent Agenda. Upon motion duly seconded, and by unanimous vote (5-Ayes-- <br /> <br />Crabtree, Teague, Dallas, Haskell and Roop; 0-Nayes), approved the following items on the Consent Agenda <br /> <br />for Public Hearing on October 13, 1998, as follows: <br /> <br />A. Set a public hearing on a request from James M. Martin to rezone property located at 1002 Liberty <br /> Street, from R-9 Residential to C-3 Commercial. <br /> <br /> <br />
