He also noted the very positive impact that had been achieved with the Success for All
Program and the Community of Caring Program, emphasizing that public education was not a ~alueless"
educational experience. Dr. Paulette Simington~ Principal of Patrick Henry Elementary School, reinforced the
very positive results of the Success for All Program in her school. Council Member Haskell thanked Dr.
Simington for her hard work and dedication. Vice-Mayor Teague asked what the enrollment figures looked
like for the system at this time, and was told by Dr. Trollinger that there were now more than 2,700 children
in the systen% which was well above earlier projections. Mayor Crabtree noted the good news on the
performance of the students on the recent SAT tests and Dr. Trollinger stated that the instructional staff was
very proud of the students' accomplishments in this area. In response to a question from Council Member
Dallas, Dr. Trollinger stated that only children who were on a college bound path and elected to take these
tests had participated in them. Mayor Crabtree dosed by thanking Dr. Trollinger and his staff for their hard
work and the results they were achieving.

Council next held their Neighborhood Town Meeting. A report on customer concerns in the neighborhood,
provided by Customer Service Coordinator Brenda Prillaman showed that of 235 actual complaints about
problems filed within the past year all but 42 had been resolved. Ms. Prillaman noted that although there had
been an increase in the number of complaints over the previous year, this was thought to be due to greater
awareness by the residents of the City's greater responsiveness to property code enforcement. Council
Member Dallas complimented Ms. Prillaman on her customer sendee approach, stating that "she gets things
done right". Vice-Mayor Teague noted that it was clear that Council had done the right thing by placing
greater resources and emphasis on property code maintenance issues. Mr. Reynolds noted that helping
citizens access the resources and help they need has been a real communications success story. He then
pointed out how the City's Communications Team had produced a special edition of the Citizen's Newsletter
which focused uponinformation related to building permits and property maintenance code enforcement
