TUESDAY, SEPTEMBER 8, 1998 <br />what that reflected in terms of the budget practice related to the schools needs. <br /> <br />148 <br /> <br />Vice-Mayor Teague stated <br /> <br />that these funds were provided in response to the inability to accurately predict the level of revenue <br />support from the State for the school year, and had traditionally been seen as opportunity funds whenever <br />they became available. Council Member Haskell stated that Council had provided the opportunity for use <br />of such funds as an incentive to encourage frugality on the part of the School System throughout the <br />school year, Upon motion by Council Member Dallas, seconded by Council Member Koop, and <br />unanimous vote (5-Ayes--Crabtree, Teague, Dallas, Haskell and Roop; 0-Nayes), authorization of the <br />appropriation of the requested funds was approved. <br /> <br /> Council next considered the authorization of the Mayor and Vice-Mayor as voting delegate and <br />alternate for the Virginia Municipal League Conference to be held October 4-6, 1998, in Roanoke, <br />Virginia. Upon motion by Council Member Roop, seconded by Council Member Haskell, and unanimous <br />vote (5-Ayes--Crabtree, Teague, Dallas, Haskell and Roop; 0-Nayes), the Mayor and Vice-Mayor were <br />approved as voting delegates. <br /> <br /> Council next considered a request by Piedmont Trust Bank to affirm the funding sources related to <br />an application to the Federal Home Loan Bank Board in Atlanta to obtain mortgage subsidies for low- <br />income persons wishing to build in the Moss/Barton Redevelopment area of the City. Upon motion by <br />Council Member Haskell, seconded by Council Member Dallas, and unanimous vote (5-Ayes--Crabtree, <br />Teague, Dallas, Haskell and Roop; 0-Nayes), Council authorized City Manager Reynolds to send a copy <br />of a spreadsheet showing the affirmed funding sources as requested. Ms. Gloria Hylton encouraged <br />Council to provide for homes valued at more than $65,000 in this project, so as to provide a greater <br />economic diversity of homeowners in the area. Council Member Dallas stated that there was the hope <br />that homes in the $100,000 range would be built in the development area, but that first priority should be <br />to provide housing and home-owner opportunities for those at a lower income level. <br /> <br /> <br />
