TUESDAY, SEPTEMBER 8, 1998 <br />with that venture, citing facts about the activities and programs at the Center. Dr. Ingrain stated her belief <br /> <br />that the Uptown Center reaches a student group that might not otherwise come to the community college, <br />and cited the fact that in the past two years forty-four persons had earned their GEDs from the Center. <br />Upon motion by Council Member Haskell, seconded by Council Member Dallas, and unanimous vote (5- <br />Ayes--Crabtree, Teague, Dallas, Haskell and Roop; 0-Nayes), Council approved the endorsement of the <br />Grant application and the commitment of the City's share of the Grant match, as requested. The source of <br />the City's match funds will be identified at the time these funds are requested, upon successful pursuit of <br />the grant. <br /> <br /> Council next considered authorization of a Machinery and Tools Industrial Development <br />Authority Grant of $1,141.71, under the Enterprise Zone Program, to Virginia Mirror Company, Inc., for <br />its investment in new machinery and tools for its Martinsville plant. Upon motion by Council Member <br />Roop, seconded by Council Member Haskell, and unanimous vote (5-Ayes--Crabtree, Teague, Dallas, <br />Haskell and Roop; 0-Nayes), the Grant was approved, to be provided from the Industrial Development <br />Authority Reserve Fund. <br /> <br /> Council next considered authorization of an appropriation of $48,977 for the Martinsville School <br />Board's "Success for All" program at Patrick Henry Elementary School for the improvement of reading <br />skills of the students there. Mr. Reynolds stated that the funds requested would be used for expendable <br />items and teacher training related to the program, and that the funds would come from a combination of <br />$17,380 in reimbursed funds from the Virginia Municipal League Workers Compensation Premiums and <br />$31,597 from the School System's Unexpended Fund Balance. Vice-Mayor Teague asked what the <br />School System' s total Unexpended Fund Balance had been and was told by Finance Director Wade <br />Bartlett that the unaudited figure from July was about $150,000. Council Member Roop stated his <br />support for the program in question, but also stated his concern about the size of the fund balance and <br /> <br /> <br />
