141 <br /> <br />TUESDAY, SEPTEMBER 8, 1998 <br /> A regular, semi-monthly meeting of the Council of the City of Martinsville, Virginia, with Mayor <br /> <br />Mark A. Crabtree presiding, was held Tuesday, September 8, 1998, in the Council Chamber, City Hall, <br />beginning at 7:00 P.M. The following members of Council were present: Dr. Mark A. Crabtree, Mayor; <br />M. Gene Teague, Vice-Mayor; and Council Members Bruce H.T. Dallas, Elizabeth H. Haskell and Terry <br />L. Roop. <br /> <br /> Following the invocation by Vice-Mayor Teague, the Mayor extended a cordial welcome to all in <br />attendance. <br /> <br />There were no minutes for Council' s consideration at this time. <br /> <br />Council next considered Business from the Floor. There was none. <br /> <br /> Council next considered a request by Patrick Henry Community College for an endorsement of its <br />application for a Feasibility Study Grant from the Department of Business Assistance to determine the <br />need for a small business incubator program for the community and a commitment of $1,480.00 as the <br />City's proportionate share of a $10,000 match. Council Member Haskell commented that such an <br />incubator concept had worked well in other communities, and held good potential for entrepreneurs in the <br />Martinsville-Henry County community. Vice-Mayor Teague asked about the timing for the study <br />process, and was told by Dr. Cynthia Ingram that the feasibility study would take about one year. Vice- <br />Mayor Teague then asked if the planned location for the incubator facility was on the campus of PHCC, <br />and was told that although no site for the operation had yet been selected the J. Burness Frith Center on <br />campus could support the operation. Council Member Roop commended the Community College for <br />taking this initiative. Council Member Haskell complemented Dr. Ingram on the success of the PHCC <br />Uptown Workforce Development Center, and Dr. Ingram expressed her appreciation for the City' s help <br /> <br /> <br />
