TUESDAY, AUGUST 25, 1998 <br /> <br />(13) <br /> <br />A related unmanned equipment building shall be landscaped with a buffer of plant <br />materials that effectively screens the view of the building from adjacent property. The <br />standard buffer shall consist of a landscaping strip of at least four (4) feet wide outside <br />the perimeter of the compound. Existing mature tree growth, natural land form, and <br />vegetation on the site shall be preserved to the maximum extent possible. In locations <br />where the visual impact of the tinmanned equipment building would be minimal, the <br />landscaping requirement may be reduced or waived by the Council. <br /> <br />(14) An antenna that is not operational for a continuous period of ninety (90) days shall be <br /> considered abandoned, and the owner of such antenna shall remove same within ninety <br /> (90) days of receipt of notice from the Building Official or City Manager notifying the <br /> owner of such removal requirement. Removal includes the removal of the antenna, all <br /> subterranean building and fence footers, underground cables and support buildings. <br /> The buildings may remain with the approval of the land owner. If there are two (2) or <br /> more users of a single unmanned equipment building, then this provision shall not <br /> become effective until all users cease using the unmanned equipment building. If the <br /> antenna and related unmanned equipment building are not removed per this section, the <br /> City may require the landowner to have them removed. In all cases, the site shall be <br /> returned as closely as possible to its original condition. <br /> <br />(15) The requirements of this section shall not be applicable to any antenna, tower, or <br /> monopole that (1) is less than sixty-five (65) feet in height and is owned and operated <br /> by a citizens band radio operator, or (2) is used exclusively for receive only antennas. <br /> <br />(16) When technically feasible, antennas shall collocate on existing telecommunication <br /> pads. An engineering report, certifying why or why not collocation is not feasible, must <br /> accompany the building permit application. <br /> <br />T. Special Use Telecommunication Regulations <br /> <br />Telecommunications Facilities. The guidelines set forth in this section shall govern the <br />location of all monopoles and/or towers and the installation of antennas and accessory <br />equipment structures for such; provided, however, that the Council may waive any of the <br />requirements or prescribe such reasonable conditions in connection therewith as to assure that <br />the installation will conform to sound land use planning. <br /> <br />(1) <br /> <br />Location. Monopoles and/or towers, with a related unmanned equipment building, <br />shall be allowed by special use permit in Business District 03-1), Light Manufacturing <br />District (M-l), and Heavy Manufacturing District (M-2), and in any zoning district on <br />property owned or controlled by the City of Martinsville, but in no case closer than 300 <br />feet of any residential district, <br /> <br />(2) Aesthetics; Lighting. <br /> <br />a. The height of monopoles or towers shall not exceed 199 feet, including antennas. <br /> <br />b. Monopoles or towers shall either maintain a galvanized steel finish or, subject to <br /> any applicable standards of the FCC or FAA, be painted a neutral color. <br /> <br /> <br />
