TUESDAY, MAY 12, 1998
Following this action Council Member Dallas suggested that the City look into the possibility of extending

Banner Street straight through to Commonwealth Boulevard. Mr. Reynolds said he would have staff look

into this.

/"'., C. Request by the City to rezone property located on Fayette Street at the former R. P. Thomas site,
from C-1A Commercial and R-9 Residential to R-6 Residential - Council Member Haskelt asked what the
neighbors in the area of this site thought of this proposed rezoning, and was told by Mr. Knox that this
rezoning came about as a request from the neighborhood. He stated that up to 27 lots for residential
development could be created on the site, with several possible configurations. The Public Hearing was then
opened and Ms. Gloria Hylton of 402 Second Street stated that the residents of the area favored the proposed
rezoning for residential development. Ms. Hylton then asked if the conditions of the R-6 zone proposed
required a minimum 60 foot frontage on all tots. Mr. Knox replied that there would be a requirement of a
minimum 60 foot frontage and 6,000 square foot lots. Ms. Hylton then stated that she had seen a very
attractive development in Jamestown, North Carolina recently that had 75 foot frontage lots, and would share
that information with Mr. Knox. Mayor Adams noted that he had seen examples in other places where three
60 foot lots were combined to create two 90 foot lots with good results. There was no further public
comment. Upon motion duly seconded, by unanimous vote, on an emergency basis Council adopted the
Ordinance on this matter as presented, as follows:

AN ORDINANCE
AMENDING THE ZONING MAP
CITY OF MARTINSVILLE

BE IT ORDAINED by the Council of the City of Martinsville, Virginia, in regular session assembled, that in
order to assure compliance with Virginia Code Section 15.1-491 (g), it is stated that the public purpose for
which this Ordinance is initiated is to fulfill the requirements of public necessity, convenience, general welfare
and good zoning practice, that the Zoning Map of the City of Martinsville, Virginia, be-- and is hereby --
amended to the extent that the former R. P. Thomas site located on Fayette Street, Parcels 30 (7B) 339, 340,
341,342 on the Zoning Map of the City of Martinsville is hereby rezoned from C-1A Commercial to R-6
