46 <br /> <br />TUESDAY, MAY 12, 1998 <br /> <br />Residential; and Parcels 30 (1) 1, 2, 3, 11, 12, 13, and Parcels 40 (1), 4, 6, 7, 8, 9, 10 on the Zoning Map of <br />the City of Martinsville is hereby rezoned from R-9 Residential to R-6 Residential. <br /> <br />BE IT FURTHER ORDAINliD by said Council that, an emergency existing, this ordinance shall be in force <br />immediately upon adoption. <br /> <br />Council next considered the need to conduct a Public Hearing and consider approval, on first reading, of <br />Ordinance No. 98-5 on the City's Budget for fiscal year 1998-99. Mr. Reynolds noted several special items in <br />the proposed budget, including a 4.8% increase in revenues, no net increase in the number of City employees, <br />and some re-organization of specific operational areas. He also reminded Council of the plan to go to bi- <br />monthly readings of water meters, and the intent to create a Critical Repair program for the Inspection <br />Division to execute that would provide up to $3,000 per house for up to ten houses to do critical repairs to <br />prevent deterioration. Mr. Reynolds also mentioned that the Capital Reserve account included funds to <br />purchase a new fire engine, on-board computers for Police vehicles, and a $400,000 paving and curb and <br />gutter program. Vice-Mayor Crabtree noted that the Prison Fund deficit had been eliminated this year, and <br />asked what effect this would have on the City' s cash position. Mr. Wade Bartlett, Director of Finance, <br />replied that there would be no effect on the City's cash position, since all bills involved had already been paid <br />over time. Mayor Adams opened the Public Hearing on the Budget Ordinance and there were no public <br />speakers on this item. He then closed the Public Hearing and asked when Council wished to meet and have a <br />final work session on the proposed budget. It was agreed that Council would meet again for this purpose on <br />Thursday, May 14, 1998, and that approval of the budget on first reading would occur on that date. Vice- <br />Mayor Crabtree asked whether this schedule would meet statutory requirements for final adoption on May 26, <br />1998, and was told that it would. <br /> <br />Council next considered the adoption of a Reimbursement Resolution related to the financing of the Albert <br />Harris Elementary School project. Mr. Reynolds pointed out that adoption of the proposed Resolution did <br />not in any way obligate Council to proceed with this project, complete any financing, or obligate Council to a <br /> <br /> <br />
