TUESDAY, MAY 12, 1998 <br />this legislation again in the next legislative session. Mr. Edwards also asked whether there was anything being <br /> <br />done to provide for public disclosure of the names of juvenile offenders thirteen to eighteen years of age. <br />Chief David Edwards of the Martinsville Police Department stated that he knew of no such legislative effort at <br />the State or Federal level, and expressed doubt of such taking place. Mr. Edwards then asked Council if the <br />City might assist in helping to provide a meeting place for a group of Veterans who planned to meet in July to <br />discuss veterans affairs. Mr. Earl B. Reynolds, Jr., City Manager, indicated that he would assist Mr. Edwards <br />with this as soon as more information was available on the number of people who would attend and the actual <br />date of the meeting. <br /> <br />Next on the Agenda was the need to conduct Public Hearings and consider adoption of Ordinances amending <br />the City's Zoning Map relative to three matters referred by the Planning Commission. Mr. Wayne Knox, <br />Planning, Zoning and Housing Manager, was present to provide background on these items, which were acted <br />upon as follows: <br /> <br /> A. Request by Anthony and Vickie Draper to abandon an unopened 10-foot alley (115.03 feet in <br />length) located off George Street - There were no speakers under the Public Hearing on this matter. <br />Following the dose of the Public Hearing Mr. Anthony Draper spoke to encourage Council's favorable <br />consideration of this action. Upon motion duly seconded, by unanimous vote and on an emergency basis, <br />Council adopted the Ordinance on this matter as presented, as follows: <br /> <br />AN ORDINANCE <br />ABANDONING STREET SPACE <br />CITY OF MARTINSVILLE <br /> <br />BE IT ORDAINED by the Council of the City of Martinsville, Virginia, in regular session assembled, that in <br />order to assure compliance with Virginia Code Section 15.1-491 (g), it is stated that the public purpose for <br />which this Ordinance is initiated is to fulfill the requirements of public necessity, convenience, general welfare <br />and good zoning practice, that the Zoning Map of the City of Martinsville, Virginia, be-- and is hereby '- <br />declared -- vacated and abandoned in favor of Anthony and Vickie Draper, subject to payment to the City of <br />one-half of the assessed valuation of the property and the filing of an appropriate map with--and the approval <br /> <br /> <br />
