TUESDAY, APRIl, 28, 1998 <br /> Hubbell of Mattem and Craig was present to address the subdivision plan. Council Member Dallas asked if the <br /> <br /> funds from the bond Note issued earlier would pay for this work, and was advised by Mr. Reynolds that there were <br /> already funds in the budget for the work proposed. Council Members Haskell and Dallas complimented City staff <br /> <br /> on the appearance of the site in its present state. Mr. Hubbell then discussed the challenges of the engineering work <br />,/"~,and site plan on the project. Council Member Haskell asked if the site would be taken down to grade and, if so, <br /> <br /> where the dirt would be taken. Mr. Hubbell responded that the site would be lowered to grade, and that the dirt <br /> might be taken to the Albert Harris site or used to build up First Street. Council Member Haskell then asked <br /> whether more building sites might be created on First Street, and Mr. Hubbell indicated that this would be assessed <br /> as a possib'~ity. Council Member Teague then asked if, following completion of a development plan, the City would <br /> develop the site or whether a private contractor might be brought in. Mr. Harned responded that all possibilities <br /> would be explored, and that he did not know what would be done at this point. Mayor Adams emphasized the need <br /> for a variety of houses in the development that would compliment the work already done by Ms. Gloria Hylton and <br /> others in the neighborhood, noting that this could become one of the most attractive and positive areas of the city. <br /> Mr. Hubbell noted that the grading plan would be done to give charmer to the development. Council Member <br /> Haskell emphasized the need to maxim~e the involvement of the private sector in the project as soon as possible, <br /> and asked what the next step beyond the requested work tonight would be. Mr. Hubbell stated that construction <br /> plans would be produced and the project would be bid out for construction. Council Member Dallas emphasized <br /> the need to watch over this project carefully, as it needed to be a flagship example of what the City is about. Mr. <br /> Keynolds noted that the City had the opportunity to capture best practices in this project, that these type of projects <br /> were common to Kedevelopment and Housing Authorities throughout the State, and that it had the potential to <br /> become very marketable property. Mr. Dallas pointed out that the properties would be available to all citizens, <br /> without restriction. Vice-Mayor Crabtree observed the town of Martinsville itself had been developed in a similar <br /> mariner prior to the 1800' s. Mayor Adams expressed a desire to see the housing in the development equal to or <br /> better than that on Fifth Street or Yorkshire. Upon motion duly seconded, and by unanimous vote, Council <br /> approved the appropriation of funds requested. <br /> <br /> <br />
