18 <br /> <br />TUESDAY, APRH, 28, 1998 <br /> <br />RESOLUTION <br /> <br />WHEREAS, the Martinsville Area Disability Employment Network (MADEN) and other interested parties <br />seek to provide a level of public transportation services sufficient to meet the needs of the transportation <br />disadvantaged population of the City of Martinsville and the County of Henry; and <br /> <br />WHEREAS, MADEN recognizes that the availability of public transportation services for the City of <br />Martinsville and the County of Henry are essential to the region's continued economic vitality and quality-of- <br />life issue; and <br /> <br />WHEREAS, MADEN has requested and obtained technical support from the Virginia Department of Rail <br />and Public Transportation toward the evaluation of existing public transportation services and the <br />development of a proposal for expanded services; and <br /> <br />WHEREAS, MADEN is not an authorized recipient of State funding for public transportation but must make <br />application through the appropriate local government entity; and <br /> <br />WHEREAS, MADEN requires no financial assistance from the City of Martinsville or the County of Henry <br />to develop this proposal or prepare the grant application package; and <br /> <br />WHEREAS, the City of Martinsville and the County of Henry are authorized recipients of State funding; <br />now, therefore, <br /> <br />BE IT RESOLVED by the Council of the City of Martinsville, Virginia, in regular session assembled April <br />28, 1998, that it does hereby endorse MADEN's efforts in pursuing the development and presentation of a <br />grant proposal to the Virginia Department of Rail and Public Transportation for financial assistance to provide <br />expanded public transportation services in the region. <br /> <br />Council next considered the authorization of an appropriation of $40,400 for design and engineering work for a <br />development plan for the old R. P. Thomas site. Mr. Reynolds presented the concept to be carded out in the work <br />proposed, which would involve grading design, drainage calculations, and other technical engineering work related <br />to the development of the site. Tom Hamed, Assistant to the City Manager for Development, reviewed the history <br />of the project, citing extensive neighborhood involvement throughout the process, and noted the fact that the <br />overwhelming sentiment on development of the property favored single-family owner-occupied residential housing. <br />Mr. Harned-stated that the next step in the process of development of the site required a subdivision plan, <br />preliminary and final design work, plat records, grading plans and other related work.
