THURSDAY, APliH, 16. 1998 <br />local governments. Mr. Tobin then went on to state that at this time he simply needed the City's <br /> <br />endorsement of the project by resolution. Mr. Tobin also added that it was the intent of he and his board to <br />provide the City with a continuing payment in lieu of taxes on the property, so that the City would not lose <br />the full tax value of the land. Mr. Teague then observed that it appeared that although the City clients served <br />were only about 20% of his caseload this number did not match the level of support being requested from the <br />City. Vice-Mayor Crabtree then stated that he felt that the City was spending a reasonable amount for the <br />services provided our citizens. City Manager Reynolds then recommended the City' s support of the project <br />at the requested levels, and asked whether there was any flexibility in the payment approach the City could <br />take to provide its share, and was given several options available. Vice-Mayor Crabtree asked when <br />construction would start, and Mr. Tobin stated that construction should begin in September of 1998 and <br />finish within about twelve months. Mr. Reynolds then said that the actual amount needed from the City <br />might be $50,000 or less, as more favorable interest rates were probable, and that the City' s resolution of <br />support simply needed to state that the City would support up to $68,000 of the project in the following fiscal <br />year, 1999-2000. Following some further discussion of potential financing sources, and upon motion duly <br />seconded, by unanimous vote of 4-0, Council Member Dallas being temporarily absent from the meeting, <br />Council approved a Resolution of support for the new Piedmont Regional Community Services facility, as <br />follows: <br /> <br />RESOLUTION OF THE CITY OF MARTINSVILLE <br /> <br /> WHEREAS, the City of Martinsville has, in cooperation with the County of patrick, the County of <br />Henry and the County of Franklin established, in combination, the Piedmont Regional Community Services <br />Board, in accordance with the provisions of Chapter 10 of Title 3 7.1 of the Code of Virginia, 19 5 0, as <br />amended, and <br /> <br /> WHEREAS, the Piedmont Regional Community Services Board has informed the City of Martinsville <br />of its plan to apply for and accept a loan for the purpose of financing the acquisition, construction and <br />equipping of an office facility to be located in the City of Martinsville, Virginia; and <br /> <br /> <br />
