THURSDAY, APRIL 16, 1998 <br /> <br />level. Council Member Teague noted that it appeared that substance abusers also often seemed to need <br /> <br />mental health services too, which Mr. Tobin confirmed. Mr. Tobin went on to say that his clients varied <br />greatly in their situations and needs, and that the best key to successful recovery was whether the client had <br />resources and support outside the system to help support and encourage their recovery. Mayor Adams stated <br />that he would like to know where the most effect could be achieved within the overall stream of client <br />activities. Council Member Dallas stated that several folks had. stated to him the importance of the City's . <br />continued funding of the PRCS as they felt their continued rehabilitation depended on the agencies assistance <br />to them. Mr. Tobin then went on to explain the major supplement to his budget, that of the City' s share of <br />funds needed to carry out the construction of a new building for the agency. He stated the new building <br />would allow them to operate with much greater efficiency and effectiveness by consolidating the location of <br />various services which were now scattered throughout the community. Mr. Tobin stated that the City's share <br />of this $2.4 construction cost was calculated at $68,000, and that the plan was to finance $1.6 million and <br />carry the debt service on this amount with the savings from rents now being paid for offices which would no <br />longer be needed when the new building was constructed. Mr. Tobin said that they expected to raise about <br />$300,000 from a fund raising campaign and get $220,000 from local governments in order to make up the <br />difference in construction funding~ with Martinsville' s share being calculated at $68,000, Henry County' s at <br />$132,000 and $20,000 to come from Patrick and Franklin Counties. Council Member Dallas then asked if <br />there would be the capability to treat more clients with the expanded facility, and Mr. Tobin responded that <br />they expected to be able to improve their service efficiency by about 12%, thereby being able to treat more <br />clients. Mayor Adams then asked whether there were plans to hire a construction manager for the project, <br />and Mr. Tobin responded that they would use the architectural and engineering finn selected to provide this <br />service. The Mayor suggested that they consider an independent provider for this service. Mr. Reynolds <br />noted that PRCS was using a good A&E firm, Echols-Sparger, but that the City would continue to offer <br />assistance and counsel in this matter. It was also noted that the finance rate for funding was calculated at <br />6.5%, and that this would probably be lower than this, thereby allowing some savings to be returned to the <br /> <br /> <br />
