214 <br /> THURSDAY, APRHJ 16, 1998 <br /> <br /> A special meeting of the Council of the City of Martinsville, Virginia, with Mayor George B. Adams, Jr. <br /> <br /> presiding, was held Thursday, April 16, 1998, in the Council Chamber, City Hail, beginning at 11:00 A.M. <br /> The purpose of the special meeting was to hear presentations from various agencies regarding their budget <br /> requests from the City for Fiscal Year 1998-1999. The following members of Council were present: George <br /> B. Adams, Jr., Mayor; Dr. Mark A. Crabtree, Vice-Mayor; Bruce H. T. Dallas, Elizabeth H. Haskell and M. <br /> Gene Teague. <br /> <br />Following Mayor Adams' cordiai welcome to ail those present, the first agency to present its request was the <br />Piedmont Regional Community Services organization. Mr. James M. Tobin, Executive Director of PKCS, <br />opened the presentation by stating the goai of his agency was to provide a more friendly system of seamless <br />services to those in need. Noting that the supplemental increase requested from the City in the upcoming <br />fiscal year constituted a 4% increase, Mr. Tobin cited increased activities in the Horizon Drop-in Centers, the <br />Women's Recovery Home, and the new partnership with the City SherifFs Department for identification and <br />treatment of substance abusers. Mr. Tobin stated that 871 City residents had received services in the prior' <br />year. He also noted that there had been a move from separate systems of treatment for mental health, <br />retardation and substance abuse to an integrated system that simply provided a full range of services to youth <br />and adult clients. Mr. Tobin then proceeded to provide an ovendew of his proposed budget. Following his <br />presentation Mayor Adams asked Mr. Tobin what the City Council might do to help reduce the number of <br />clients needing services. Mr. Tobin stated that the numbers of clients served had been pretty stable over the <br />past several years, but that many clients needed to avail themselves of multiple programs. Mr. Tobin stated <br />that they were very much a "recovery" organization. He then predicted that in the future there would be a <br />continuation of more people being treated in the community as opposed to being sent to state hospitais or <br />training facilities. Consequently, he said, he did not believe that the numbers of clients would drop. Council <br />Member Haskell asked how well they were being supported by State funding, to which Mr. Tobin replied that <br />this source was becoming increasingly inadequate, with more resources being needed from the local <br /> <br /> <br />
