THURSDAY, APRl~ 16, 1998 <br /> <br /> WHEREAS, the Piedmont Regional Community Services Board has requested pursuant to Virginia <br />Code 37.1-197.11 the authorization of the City of Martinsville for the purpose of applying for and accepting <br />said loan which may be structured in the form of an industrial development revenue bond; and <br /> <br /> WHEREAS, the City of Martinsville has determined that it is in the best interests of the Piedmont <br />Regional Community Services Board to apply for and accept a loan through the use of said industrial <br />development revenue bond and to acquire, construct and equip its proposed office facility in Martinsville, <br />Virginia; <br /> <br />NOW THEREFORE, be it resolved by the City of Martinsville that: <br /> <br /> 1. The Piedmont Regional Community Services Board is hereby authorized pursuant to Virginia <br />Code 37.1 - 197.11 to apply for and accept a loan which may be in the form of an industrial development <br />revenue bond in an amount not to exceed $3,000,000 to be issued by the Industrial Development Authority of <br />the City of Martinsville, Virginia for the purpose of acquisition, constmction and equipping of an office <br />building. <br /> <br /> 2. Nothing herein shall be deemed to obligate the credit or moral obligation of the City of <br />Martinsville to pay for or be responsible for the payment of such loan. <br /> <br />3. This resolution shall take effect immediately. <br /> <br />Council Member Haskell asked whether the amount of $68,000 in support needed to be included in the <br />Resolution. Mr. Reynolds stated that this was not necessary, and that the dollar amount of support could be <br />stated in the budget. Vice-Mayor Crabtree then noted that the new building would be a nice addition to the <br />Uptown, and Mr. Reynolds observed that the salaries of the professionals on Mr. Tobin's staff were also of <br />the kind the City needed. Council Member Haskell expressed her appreciation for the work of the agency, but <br />asked them to also look closely at ways to achieve cost reductions. <br /> <br />Council recessed the meeting and took a lunch break at this time. <br /> <br />Upon resumption of the meeting the first agency to present its budget was the Blue Ridge Regional Library <br />System. Ms. Ellen Bell, Chief Librarian, presented the budget request. Mrs. Bell led off with a discussion of <br />the purposes and uses of libraries, and then elaborated upon the features and assets of the Blue Ridge system, <br />placing special emphasis on the '%Ieritage Collection", their genealogical collection in Bassett, Virginia.
