TUESDAY, FEBRUARY 24, 1998 <br /> <br />(3) Extend Commonwealth Boulevard from Chatham Heights east to an intersection with East <br />Church Street (US58) in the vicinity of Ridge Road; and <br /> <br /> BE IT FURTHER RESOLVED by the Council of the City of Martinsville, Virginia, that the City of <br /> Martinsville agrees to pay its share of the total cost for preliminary engineering, fight-of-way, and <br /> construction of these projects in accordance with Section 33.1-44 of the Code of Virginia, and that, if the City <br /> of Martinsville subsequently elects to cancel these projects, the City of Martinsville hereby agrees to <br /> reimburse the Virginia Department of Transportation for the total amount of the costs expended by the <br />~", Department through the date the Department is notified of such cancellation. <br /> <br />Council next considered a staff report from Wade Bartlett, Director of Finance, on the City's finances through <br />the month ending January 31, 1998. Vice-Mayor Crabtree noted that the School Fund was trailing a little <br />behind revenue and that the Meals Tax Revenues looked good. The Mayor noted that the first payment on <br />the current school construction loan had been paid. Council Member Teague noted that the Technology <br />Funds for the school system were being spent. Vice-Mayor Crabtree noted that Sales Tax Revenue seemed to <br />be moving down, and Mr. Bartlett replied that this appearance was due to a change in audit practices which <br />shifted one month of revenue to the previous year, but that this would be made up in the current budget at the <br />end of the year with an adjustment for this one month shift. Mr. Teague noted that it was always good to see <br />revenues exceeding expectations and expenditures below that which was expected. Vice-Mayor Crabtree <br />observed that it was clear that the City's financial situation was good, and that we have enough to pay our <br />debts, but that some members of the public just don't seem to get this message. <br /> <br />Council next considered the Consent Agenda, which consisted of one item. Upon motion duly seconded, and <br />by unanimous vote Council approved the setting of a public hearing on a request from Liberty Healthcare for <br />an extension of its Special Use Permit to construct 40 villas for independent living on a 6.638 acre parcel <br />currently zoned C-3 Commercial, said public hearing set for March 10, 1998. <br /> <br /> <br />
