TUESDAY, FEBRUARY 24, 1998 <br /> <br />and extent of the Liberty/Clearview intersection project. Mayor Adams noted the need to dean up the <br /> <br />language on Item #2 to show that the intent is to widen and improve upon an underpass which has severely <br />restricted clearances. Council Member Dallas asked if Item #2 had been ranked as priority #1 previously, and <br />Mr. Harned replied no, that it had been ranked number #3 but had been moved up to #2. Upon motion duly <br />seconded, and by unanimous vote, Council adopted the following Resolution: <br /> <br />WHEREAS, the Council of the City of Martinsville recognizes that, as a result of changes in traffic patterns <br />and development throughout and around the City, the City's highway construction needs have changed; and <br /> <br />WHEREAS, at a City Council work session held on January 12, 1995, it was agreed by the Council of the <br />City of Martinsville that the City's list of urban projects contained in the Virginia Department of <br />Transportation's Six-Year Improvement Program needed to be revised to reflect a change in construction <br />needs; and <br /> <br />WHEREAS, at the 1995 Spring Pre-allocation Heating for the Virginia Department of Transportation's Salem <br />District held on March 22, 1995, in Salem, Virginia, the City of Martinsville requested that the <br />Commonwealth Transportation Board add two new urban projects and re-prioritize the City's list of planned <br />road construction projects contained in the Six-Year Improvement Program; and <br /> <br />WHEREAS, the Six-Year Improvement Program Document, Fiscal Year 1995-96 indicated that the road <br />construction priorities for the City of Martinsville have been changed as requested at the 1995 Spring Pre- <br />allocation Hearing; and <br /> <br />WHEREAS, at a City Council work session held on November 6, 1997 with Virginia Department of <br />Transportation officials in attendance it was agreed that additional definition and clarification should be <br />developed to better define the Liberty/Clearview project and that the project should proceed on a phased <br />basis; now, therefore, <br /> <br />BE IT RESOLVED by the Council of the City of Martinsville, Virginia in regular session assembled February <br />24, 1998, that said Council requests the Virginia Department of Transportation to establish in the following <br />priority, three (3) urban system highway projects, as follows: <br /> <br />(1) Improve the intersection of Liberty Street (Rome 174), Stultz Road and Clearview Drive; improve <br />the section of Liberty Street from Commonwealth Boulevard north to the corporate limits, and to <br />improve the section of Clearview Drive from the intersection east (including its intersections with <br />Northside Drive and Barrows Mill Road) to a point opposite Royal Drive and the new entrance into <br />the Clearview Business Park; and <br /> <br />(2) Widen and realign the section of Fayette Street (Route 57) from Pine Hall Road west to the <br />corporate limits including curb, gutter and sidewalk, and to replace an N&W Railroad underpass with <br />severely restricted clearances; and <br /> <br /> <br />
