3.52 <br /> TUESDAY, FEBRUARY 10, 1998 <br /> <br />BE IT FURTHER RESOLVED that Earl B. Reynolds Jr., City Manager, is hereby authorized to sign and <br />submit all appropriate information related to a Virginia Department of Environmental Quality 604B grant to <br />the West Piedmont Planning District Commission and to execute any necessary agreements should the project <br />application be approved for funding. <br /> <br />Council next considered the adoption of a Resolution endorsing the activities of the Youth Advisory Council. <br />Ms. Lavelle Payne, Chairman of the Council, was present to read the resolution and present information on <br />the activities of the Youth Council. Ms. Payne stated that the organization is committed to the African <br />Proverb that "It takes an entire village to raise one child.", and noted successful programs such as the <br />Shooting for Success Basketball Program, Peers Assisted Learning, the True Love Waits Campaign, and <br />other efforts. Vice-Mayor Crabtree thanked her for all the hard work of the Council, and Council Member <br />Haskell asked what the Council might do to best help their efforts. Ms. Payne responded that Council should <br />take a position to stand behind the youth of the community, and approve the Resolution at hand. Upon <br />motion duly seconded, and by unanimous vote, Council adopted the following: <br /> <br />RESOLUTION <br /> <br />WHEREAS, the Martinsville City Council deems it important for City officials to be apprised of the needs <br />and problems of all segments of the community; and <br /> <br />WHEREAS, the population of young citizens below the age of eighteen years are imposing greater demands <br />on the services of governmental and other agencies; and <br /> <br />WHEREAS, since 1993 the youth of the City have had a forum in which to express their ideas, needs, and <br />problems; and <br /> <br />WHEREAS, there is the need to acknowledge a communication link between the youth of our community <br />and. their City government; and <br /> <br />WHEREAS, youth have publicly expressed a desire to be part of the solution to the problem of juvenile <br />delinquency; and <br /> <br />WHEREAS, Martinsville City Council is desirous of recognizing the Youth Advisory Council within the <br />City; and <br /> <br /> <br />
