TUESDAY, FEBRUARY 10, 1998 <br /> Council next considered adoption of a Resolution agreeing to participate in and endorse a technical study of <br /> <br /> the Smith River, in partnership with the West Piedmont Planning District Commission, the Henry County <br /> Public Service Authority, the County of Henry, and the Virginia Department of Environmental Quality. Mr. <br /> <br /> John Dyches, Director of Water Resources for the City, presented background information on the proposed <br />/"'~.. joint study, stating that the City' s financial contribution to the effort would be 25% of the total cost, about <br /> <br /> $6,700. Vice-Mayor Crabtree noted that this was considerably less than the study that had been proposed the <br /> past year, and Mr. Dyches agreed, stating that the cost of the previously proposed study would have been <br /> about $14,000 to the City. Council Member Haskell asked whether any of the grant funds for the study <br /> proposed now would be Tayloe-Murphy Funds, to which he replied no, only funds from the DEQ. Mrs. <br /> ttaskell asked whether the results from the proposed study might make the permitting process for the City's <br /> wastewater plant any easier, to which Mr. Dyches stated no, but that the background information from the <br /> study would at least provide good data upon which all parties in a permit process could rely upon. Upon <br /> motion duly seconded, and by unanimous vote, Council approved the following Resolution: <br /> <br />RESOLUTION <br /> <br />WHEREAS, the Virginia Department of Environmental Quality may make Section 604B water quality study <br />funds available to the West Piedmont Planning District Commission for its use in procuring a firm to carry out <br />technical studies of the Smith River; and <br /> <br />WHEREAS, the technical studies of the Smith River should be of direct benefit to the City of MartinsviHe in <br />addressing stream quality and discharge permit issues, including development of Total Maximum Daily Loads <br />for the river; and <br /> <br />WHEREAS, the West Piedmont Planning District Commission desires the participation of the City of <br />Martinsville, Henry County Public Service Authority, and County of Henry in the planning and study effort; <br />now, therefore, <br /> <br />BE IT RESOLVED by the Council of the City of Martinsville, Virginia, in regular session assembled <br />February 10, 1998, that the City wishes to participate in and endorses the joint effort with the West Piedmont <br />Planning District Commission, Henry County Public Service Authority, and County of Henry, by supplying its <br />matching share of cash and in-kind contributions, not to exceed $6,724, in a project that shall be expected to <br />cost $80,685; with the Virginia Department of Environmental Quality contributing $60,514; the Henry <br />County Public Service Authority, $6,723, and the Hertry County Board of Supervisors, $6,724; and <br /> <br /> <br />
